Job description

Position Title:    Program Manager
Employment:     Part-time
Location:            Washington, DC (Hybrid – Minimum 50% On-Site Required)
Clearance:          Due to the nature of this government contract, U.S. Citizenship is required. Must be able to obtain a Public Trust.

NEOSTEK, Inc. is seeking an experienced part-time Program Manager to lead a federal Records and Information Management (RIM) modernization program.  The PM oversees program operations, manages subcontractor activities, coordinates cross-functional teams, and ensures all cost, schedule, and performance goals are met across the full program lifecycle.  This position is structured as a part-time role with an expected schedule based on program requirements.
Responsibilities:
  • Provide program leadership and oversight for daily program operations and serve as the primary point of coordination for RIM, ERM, digitization, and assessment activities.
  • Maintain proactive, transparent communication with federal stakeholders to support expectation management and timely issue resolution.
  • Manage the integrated project team and facilitate all program meetings from kickoff through closeout.
  • Develop and maintain program plans, schedules, staffing strategies, risk registers, and resource allocations.
  • Oversee subcontractor performance and ensure alignment with program goals and contract requirements.
  • Support requirements decomposition, procurement planning, system/subsystem SOW development, and sustainment activities.
  • Identify risks, implement mitigation strategies, and drive continuous improvement and cost‑reduction efforts.
  • Provide regular performance reporting and briefings to federal stakeholders.
  • Ensure compliance with NARA requirements, federal records laws, internal controls, and quality standards.
  • Other duties as assigned.
Requirements:
  • Master’s degree in Computer Science, Engineering, Information Systems, or equivalent.
  • Minimum 10 years of experience managing federal programs or contracts, including subcontractor oversight.
  • Strong ability to manage client expectations through proactive communication, transparency, and consistent engagement with federal stakeholders.
  • Experience across the full program lifecycle, including planning, requirements decomposition, procurement support, and sustainment.
  • Knowledge of federal records management requirements and modernization practices.
  • Strong leadership, communication, and stakeholder engagement skills.
  • Awareness of federal security requirements, including handling of Controlled Unclassified Information (CUI).
  • Ability to work on-site during core business hours in Washington, DC at least 50% of the time (anticipated to be approximately two business days per week) and on an as-needed basis.
  • Ability to obtain and maintain a Public Trust; U.S. Citizenship required.
Preferred (Not Required):
  • Experience with federal RIM modernization programs.
  • Background in Information Governance.
  • Experience supporting multi-year federal contracts.
Mandatory Requirements:
  • Due to the nature of this government contract, US citizenship is required.
  • Ability to obtain a Public Trust.
  • Master's degree in Computer Science, Engineering, Information Systems, or equivalent.
  • Minimum of 10 years of experience managing contracts focusing on program optimization.
