What You'll Do

The Interoperability and HIE Modernization Project Manager will lead multi-stakeholder modernization efforts focused on data exchange, standards adoption, system integration, and sustainable information-sharing infrastructure under the Rural Health Transformation Program (RHTP). This role manages project execution, stakeholder coordination, vendor oversight, and performance tracking to ensure successful delivery of complex, high-impact health IT initiatives. This position requires independent judgment, strategic thinking, and the ability to balance operational details with long-term program strategy in a fast-moving, high-visibility environment.


Project Planning & Execution

  • Lead the planning, execution, and delivery of interoperability and HIE modernization projects.
  • Develop project plans, timelines, budgets, risk registers, and performance metrics.
  • Track project progress, identify risks and issues, and implement mitigation strategies.
  • Ensure projects align with broader organizational strategy, RHTP goals, and long-term sustainability objectives.
  • Support other related Rural Health Transformation activities, as requested.

Vendor & Partner Coordination

  • Coordinate with internal teams (IT, legal, finance, RHTP initiative leads) and external partners (vendors, providers, regional coalitions, and stakeholders).
  • Manage vendor relationships, including contract oversight, deliverable tracking, and performance management.

Interoperability Standards & Technical Support

  • Support adoption of interoperability standards, data exchange frameworks, and best practices (e.g., HL7, FHIR, APIs, data sharing agreements, etc.).

Governance, Compliance & Reporting

  • Ensure successful delivery of interoperability and HIE modernization projects within approved scope, schedule, and budget.
  • Prepare briefings, reports, and presentations for leadership, partners, and oversight bodies as needed.

Stakeholder Engagement & Change Management

  • Facilitate stakeholder engagement, change management, and communication efforts related to modernization efforts.
  • Maintain regular interaction with external partners, vendors, healthcare providers, regional organizations, and other government or community stakeholders.

Requirements

  • Bachelor's degree from an accredited university in public health, health informatics, information systems, or a related fieldย 
  • Directly applicable experience in project or program management, health IT, healthcare operations, or data/interoperability initiatives in program management
  • Experience in healthcare operations, public health, health IT, or a related field
  • Demonstrated experience managing complex, multi-stakeholder programs or projects
  • Strong project management, organizational, and analytical skills
  • Exceptional written and verbal communication skills, including experience presenting to leadership and external stakeholders
  • Experience managing vendors, contracts, or external partners
  • Proficiency with common productivity and project management tools (e.g., Microsoft O365, project management platforms, collaboration tools)

Highly Desired:

  • Working knowledge of healthcare data exchange, interoperability concepts, or HIE environments
