Job description

BEM Systems, LLC (BEM) provides comprehensive environmental consulting services for a diversity of projects and clients, ranging from federal, state, and local government to small businesses and single-family homeowners. We are a mid-sized firm, which means the selected candidate will have an opportunity to contribute meaningfully within a team-oriented environment while gaining invaluable exposure to the variety of services that make up the environmental consulting industry.
Position Overview
BEM Systems is seeking a Senior Functional Lead to drive requirements, client engagement, and functional delivery for implementations of its SaaS-based transportation solutions. This is a client-facing leadership role responsible for leading requirement gathering, facilitating gap-fit analysis, supporting Agile implementation, and driving client adoption through validation and training. The ideal candidate will bring strong experience in enterprise SaaS implementations, workshop facilitation, and business process analysis, with a preference for government or transportation domain experience.
Key Responsibilities
  • Lead requirement gathering workshops with client stakeholders, including business SMEs, technical SMEs, and program leadership
  • Facilitate structured gap-fit analysis sessions to align client workflows with SaaS product capabilities
  • Analyze and document current-state and future-state business processes, identifying gaps and opportunities for standardization
  • Define and document functional requirements, user stories, and acceptance criteria
  • Serve as the primary functional point of contact for clients throughout the implementation lifecycle
  • Translate business requirements into configuration-ready specifications for product and engineering teams
  • Develop mockups, wireframes, and solution prototypes to validate requirements and illustrate proposed workflows and UI concepts
  • Support Agile delivery cycles, including backlog refinement, sprint validation, and requirement clarification
  • Lead requirements validation sessions and ensure alignment with client expectations prior to development and release
  • Coordinate and support User Acceptance Testing (UAT) to define test scenarios, support execution, and validate outcomes and issue resolution
  • Deliver and support client training sessions, including development of training materials and end-user training workshops
  • Utilize AI tools to accelerate documentation, improve consistency and quality of deliverables, and enhance knowledge capture and reuse
  • Identify opportunities to reduce customization, standardize implementations, and improve delivery efficiency and scalability
  • Contribute to development of implementation playbooks, templates, and best practices
  • Demonstrate a strong sense of ownership and accountability by proactively driving tasks to completion, following through on commitments, and ensuring timely delivery of all functional deliverables
  • Maintain a high level of discipline and organization, including managing multiple
  • concurrent workstreams, meeting tight client and project deadlines, ensuring consistent and high-quality documentation output
  • Take initiative to identify risks, gaps, or delays early and proactively communicate and resolve issues to keep implementation on schedule

Required Qualifications
  • 7+ years of experience in a Functional Lead, Business Analyst, or Implementation Consultant role
  • Proven experience leading requirement gathering workshops and stakeholder sessions
  • Strong experience with enterprise SaaS implementations, preferably configuration driven systems
  • Demonstrated ability to translate complex business workflows into structured functional requirements and solution designs
  • Hands-on experience using AI tools for documentation generation, meeting summarization, requirements analysis and productivity enhancement.
  • Experience supporting end-to-end implementation lifecycle, including requirement gathering, validation, Agile delivery support, UAT coordination, client training and onboarding
  • Strong communication skills with ability to engage senior client stakeholders
  • Experience working in Agile / Scrum environments
  • Proficiency with tools such as Microsoft Office Suite, Jira, Visio, Lucidchart, or similar tools
  • Demonstrated track record of operating with a high level of ownership, accountability, and deadline discipline in client-facing implementation roles

Preferred Qualifications
  • Experience working with state or local government agencies, especially Departments of Transportation (DOTs)
  • Domain knowledge in Right-of-Way (ROW), Permitting, Utilities and Energy, land or asset management systems
  • Experience with system integrations and APIs, data migration and mapping, reporting and analytics requirements
  • Familiarity with GIS concepts and spatial data
  • Experience delivering formal client training programs and end-user enablement
