    Job description

    BB&E is a full-service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.ย ย 

    Position Summaryย 

    BB&E is currently looking for aย Construction Surveillance Engineering Technicianย to support the NAVFAC Southeast (SE) Headquarters, Public Works Departments (PWD) and Resident Officer in Charge of Construction (ROICC). This position is at The Charleston Naval Complex (CNC) andย is located in Charleston, South Carolina.ย 

    Job Duties & Responsibilitiesย 

    • Provide overall coordination of the construction quality management program for assigned projects
    • In conjunction with the Construction Manager (CM), review and provide recommendations toward approval of contractor quality control plan
    • Attend selective quality control (QC), preparatory and initial meetings, and monitor three-phase checklists for accuracy and thoroughness
    • Provide relevant remarks on Government Quality Assurance (QA) reports (or in identified section of Contractor's QC reports), particularly on critical, definable features of work included
    • Take/file/distribute progress photos
    • Validate quantity, condition, and approval of materials on site prior to Government issuing invoice payments
    • Coordinate support to review and witness successful testing and commissioning/certification of critical systems (i.e., mechanical - HVAC/TABS/DALTS/DDC, electrical -pad mounted transformers/high-voltage systems/switchgear/automatic transfer switches/frequency converters, fire and life safety/fire protection systems, roofing systems, and underwater structures).ย 
    • Assure quality workmanship in accordance with specifications and industry standards on concrete/masonry/stucco/ building, envelope/structural steel/bolting/welding, and other building materials/structural systems, as required
    • Attend/witness selected tests and review all applicable test reports and results
    • Keep the Government sponsor advised as to the status of projects under his/her administrative and technical control, but the responsibility to plan and carry out the assignment is accomplished independently

    Requirements

    It is expected that the minimum education and professional experience requirements have been met, as listed below.ย 

    Experience & Educationย 

    • A minimum of 5 years of verified experience as a Quality Control Manager working for General Contractors on NAVFAC or US Army Corps of Engineers (USACE) projects OR 10 years of verified foreman experience in one or more of following trades: Concrete; Mechanical; Electrical; Masonry; or Carpentry on commercial/industrial/military projects;ย residential experience does not qualify
    • Must completeย the USACE Construction CQM Certification

    Physical Requirements:ย To successfully perform the essential duties of this position, an individual must be able to perform the following:

    • Must be able toย stand, walk, bend, stoop, crouch, crawl, navigate across uneven ground that is common at construction sites and climbย forย extended periods as well as when traveling to and from job sites
    • Must be able toย lift, carry, push, and pull materials and equipmentย weighing up toย 50 poundsย regularly

    ย ย ย ย ย ย ย  Must be able to work both indoor/outdoor (with exposure to the elements)

    • Must be able toย work in confined spacesย and under varying environmental conditions, includingย heat, cold, humidity, rain, wind, dust, and noise
    • Must be able toย wear and use required personal protective equipment (PPE)ย such as hard hats, safety glasses, gloves, hearing protection, steel-toed boots, fall protection safety vests and high-visibility reflective safety vests
    • Must have sufficientย visual and auditory acuityย to perform tasks safely and effectively, including reading instruments, recognizing hazards, and communicating on active construction sites
    • Must be able toย drive company or personal vehiclesย to and from field locations, sometimes multiple times per day, and may be required toย work variable shiftsย depending on project needs

    Work Environment:

    • Primarily operates in an outdoor environment where various weather conditions could be encountered, depending on the location and season.
    • May encounter extreme temperatures, airborne particles, fumes, chemicals, or loud noise.
    • Worksites might contain high-voltage equipment, exposed wires, and other electrical hazards that will require strict adherence to safety protocols.ย
