Who We Are:Our department provides a variety of financial services and programs. Austin Financial Services (AFS) serves residents, vendors, and City departments.

Our staff supports a wide variety of financial processes, including preparing the annual budget and annual fiscal report, procurement processes, franchise agreements, real estate transactions, and overseeing the City's investment portfolio and debt management.
As an internal support function within the larger City organization, AFS is proud to serve and act as a leader in financial management to its partner departments.
Property Agent Senior - Austin Financial Services
Purpose:
Under limited supervision, identifies, negotiates, and closes the acquisition of real estate for lease or purchase for the City of Austin.
Duties, Functions and Responsibilities:
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
Negotiates the terms, conditions, and special requirements of deeds, easements, title company issues, contracts, law requirements and property inspections.
Coordinates and manages leases or use of City-owned space; negotiates and prepares lease/use agreements.
Consults with City Attorneys, Budget Office, and other departments. Presents before Boards and Commissions, community groups, and various external stakeholders.
Evaluates and participates in the sales process of City-owned property.
Reconciles annual leases, development agreements, and revenue leases.
Analyzes Commitments for Title Insurance and documentation, including but not limited to, exceptions to title, easements, tax liens, judgments, boundary line agreements, mineral estate, royalty interests, restrictions, probate, deed of trust liens, and bankruptcy documents.
Coordinates and corresponds with project managers, appraisers, inspectors, surveyors, land planners, property owners, attorneys, companies, developers, title companies, real estate agents, and others. Provides recommendations to project managers.
Determines alignment, strategy, and scheduling of projects by participating in team meetings.
Prepares closing instructions to Title Company and documents, including warranty deed, easement, and release of liens.
Prepares appraisal district data on properties, tracts, and owners by researching, compiling, and analyzing data.
Determine extent of property requirements by examining field notes, engineering plans, and property maps.

Minimum Qualifications:
Graduation with a Bachelor's degree from an accredited college or university with major course work in a field related to the job, plus four (4) years of experience in a related field to real estate activities such as buying, selling, mortgage lending, commercial banking/commercial real estate, property management, real estate paralegal experience, or title conveyance.
Experience may substitute for education up to four (4) years.
Licenses and Certifications Required:
None.
Preferred Qualifications:
Experience working with local, state, or federal government in a real estate capacity.
Professional experience in commercial leasing, property management, or real estate portfolio administration.
Demonstrated ability to manage multiple concurrent projects with evolving priorities and deadlines.
Strong experience negotiating lease terms, rental rates, operating expenses, and agreements on behalf of public agencies or commercial landlords.
Intermediate to advanced proficiency with Microsoft Excel, including data analysis functions relevant to lease and cost evaluations.
Ability to travel to more than one work location
Position Overview:
The Property Agent Senior serves as a key contributor within Austin Financial Services Real Estate Services division, supporting Leasing, Property Management, and Special Projects. This role is responsible for leading real estate transactions by identifying property needs, negotiating terms, and executing acquisitions for both leases and purchases. Core responsibilities include managing complex lease negotiations, ensuring compliance with contractual and regulatory requirements, maintaining accurate and timely lease records in departmental systems, and coordinating monthly lease and utility payment processing. The position also plays a vital role in monitoring lease performance, resolving issues with landlords or tenants, and supporting strategic real estate initiatives across the organization. The successful candidate excels in a dynamic environment, demonstrates strong analytical and communication skills, and consistently manages multiple highpriority projects with shifting deadlines.
Pay Range:
$60,030.00- $74,140.00
Hours:
Monday - Friday; 8:00 a.m. to 5:00 p.m.
Telework and flexible schedule opportunities may be available after an initial training period. Work schedules are implemented to meet the requirements of the department and are subject to change based on business needs.
