Job Overview

AEVEX Aerospace seeks an experienced detail-oriented Subcontract Administrator to support multiple business units in a dynamic and fast paced manufacturing environment. This role is a full time, on-site position or remote position. The Subcontract Administrator works with the AEVEX team of procurement professionals, in support of DoD programs, to assure compliance with applicable procedures, regulations and legal requirements including FAR/DFARs and International Traffic and Arms Regulations (ITAR). We are seeking a motivated self-starter who can work independently and as part of a team in a dynamic environment. Candidate must have knowledge of various contract types, knowledge and application of TINA and CAS, along with good verbal and written communication skills. Under limited supervision, the Subcontracts Administrator is responsible for activities that span the entire procurement cycle, including but not limited to: negotiation of non-disclosure agreements (NDAs) and teaming agreements, preparation of solicitation packages to subcontractors, evaluation of subcontractor proposals, price analysis, negotiation of terms and conditions, subcontract administration, issue resolution, and closeout activities.

Essential Functions

  • Responsible for Subcontractor Lifecycle from inception to completion in non-secure and secure environments.
  • Responsible for Proposal support of multiple business units
  • Participate in proposal solicitation review and coordination
  • Create Request for Proposals against government and AEVEX requirements
  • Responsible for issuance of Subcontractor RFPs, evaluating submitted proposals for price fair/ reasonableness and TINA requirements, managing proposal schedules and timelines.
  • Responsible for establishing and maintaining procurement parameters in MRP system
  • Assure compliance with applicable procedures. Prepare Subcontracting file to include all required analyses, certifications and documentation.
  • Negotiates Non-Disclosure Agreements, Teaming Agreements, Subcontract Terms and Conditions
  • Analyze risks and identify risk mitigation. Offer recommended alternative approaches designed to mitigate risks.
  • Acts as primary interface between subcontractors and the programs being supported for all subcontracts related issues, regularly interacts with program management, contracts, project control, finance, business development.
  • Administers subcontracts of various types (FFP/Cost-type, etc.) and complexity, utilizing various contracting vehicles (IDIQs, Master Agreements, OTAs, BOAs, etc.), assuring compliance with AEVEX procurement procedures and contractual obligations for price, delivery, quality, and performance.
  • Accountable for conducting cost analyses and setting benchmarks for improvement
  • Interfaces with Supply Chain Staff, Production, Engineering, Quality, Logistics, Senior Level Management, Accounts Payable and Contracts - Is a key and integral member of Integrated Product Teams (IPT's)
  • Perform other duties as required.

Qualifications and Competencies

  • Solid understanding of FAR/DFAR requirements as well as knowledge of ITAR regulations
  • Solid experience working with all contract types and contracting vehicles to include non-standard vehicles (IDIQs, Master Agreements, OTAs, BOAs, etc.)
  • Strong understanding of contract law, negotiation techniques, and risk management principles.
  • Excellent written and verbal communication skills.
  • Proficiency with contract management software and Microsoft Office Suite.
  • Working knowledge of FAR/DFARS
  • Proficiency in word processing, electronic spreadsheet, analysis techniques.

Education / Certifications

  • Bachelor's degree in business administration, contract management, supply chain management, or related field.
  • Master's Degree Preferred
  • A certificate in one or more of the following areas is desired:
  • Certified Purchasing Manager (C.P.M.)
  • Certified Supply Chain Professional (CSCP) designation
  • Certified in Logistics, Transportation and Distribution (CLTD) program
  • Certified in Production and Inventory Management (CPIM) program.

Experience

  • 5+ years of experience as a Subcontract Administrator in manufacturing environment.
  • 3+ years applicable experience in the DoD/Federal industry and/or in positions with equivalent experience.
  • Experience with CPSR audits.
  • Experience in Hybrid Commercial / FAR compliant environment a plus.
  • Experience with enterprise resource planning programs can make a potential Supply Chain Manager more competitive.
  • Experience working in secure and non-traditional USG environments
