    The role will manage Abacus' delivery of active transportation staff augmentation services and task-order support for WSDOT's Active Transportation Division.
    The Project Manager will coordinate resources in key disciplines needed to assist ATD with policy, program, planning, and project deliverables, including support related to the state active transportation plan, Safe System Approach, Complete Streets, HEAL/environmental justice analysis and prioritization, grantmaking programs, grant program evaluation, technical assistance for local agencies/tribes/partners, community-based research and engagement, GIS/data analysis, reports, templates, tools, presentations, engineering services/design support, implementation action plans, regional connections action plan, legislative reports, and other as-needed task-order activities.
    The Project Manager will manage project schedule, scope of work/scope creep, budget issues, changes arising during the project life, team coordination, accountability, communication with WSDOT, and performance of assigned work. Skill set info Mandatory Qualifications:
    - Demonstrated Project Manager experience on WSDOT or similar transportation/public-sector projects.
    - Experience managing project schedule, scope of work/scope creep, budget issues, and project changes.
    - Familiarity with relevant state and federal regulations and/or procedures applicable to WSDOT/public-agency consultant work.
    - Ability to manage and coordinate staff augmentation resources and technical/public-sector program support personnel.
    - Ability to support ATD-related disciplines identified in the RFQ/RFP scope, including active transportation planning/program support, policy/program deliverables, grant program support/evaluation, public-agency technical assistance, community engagement, GIS/data analysis, reporting, and engineering/design support coordination.
    - Ability to provide up to three prior Project Manager examples with dates, client/organization, responsibilities, and tasks.
    - Ability to provide examples showing management of schedule, scope/scope creep, budget issues, and changes throughout a project.
    - Real named candidate who will work full-time for Abacus and remain available for the 3-year base term from Notice-to-Proceed; WSDOT clarified proposed resources cannot be replaced at award with equally qualified resources.
    Preferred Qualifications:
    - Direct active transportation/transportation experience, or comparable public-sector program management and staff augmentation management experience.
    - Familiarity with WSDOT/Washington State procedures, Teams/email coordination, task-order delivery, monthly invoicing/reporting coordination, and public-agency stakeholder communication.
    - Experience with Safe System Approach, Complete Streets, HEAL/environmental justice analysis, active transportation plan implementation, grantmaking programs, GIS/data analysis, community engagement, or technical assistance for local agencies/tribes/partners. Education Bachelor's degree in transportation planning, urban/regional planning, civil engineering, public administration, project management, environmental planning, GIS/data analysis, or a closely related field relevant to public-sector transportation program delivery. Equivalent directly relevant experience may be considered if the candidate demonstrates strong project management experience supporting transportation, active transportation, public agency, or staff augmentation programs.
