Job description

Job Title: Director of Human Resources/Regional Office of Education (ROE) Services
Organization: Will County Regional Office of Education 56
Location: Will County, Illinois (Joliet)
Employment Type: Full-Time
Salary Range: $90,000 - Minimum Salary (pending experience/certification/endorsement)
Reports To: Assistant Regional Superintendent of Schools and/or Designee





Position Title: Director of Human Resources/Regional Office of Education Services

Supervisor: Assistant Regional Superintendent (and/or designee)

Status: This is a full time (1.0 FTE) position working with the Will County Regional Office of Education 56 supporting a staff of approximately 35 full-time employees 

Job Summary: Candidate will be responsible for the overall delivery of the human resources ROE 56/Lincoln School. 

Minimum Qualifications:

  • Senior Professional in Human Resources (SPHR) or Professional in Human Resources (PHR) certification or supervisory experience in either a human resources department or business department
  • Must have an ISBE Professional Educator License (PEL) with Principal Evaluator Endorsement
  • Strength in situational leadership, ethics, problem-solving, strategic thinking
  • Previous administrative experience, preferably in personnel management/financial leadership and/or education 

Preferred Skills: 

  • General knowledge of the principles of personnel leadership, supervision, organization and administration
  • Understanding of Illinois School Code and/or experience in the education field
  • Knowledge of Google Suite and Microsoft Office programs for word processing, spreadsheets, presentations, email, organizing
  • Excellent verbal and written communications and strong interpersonal communication skills

Responsibilities: 

  • Direct a program of recruitment, screening, selection, employment and onboarding/orientation for all licensed and non-licensed educational, office and support staff in collaboration with department directors
  • Works with the Lincoln School Principal and supervises the Lincoln school
  • Supervises assigned human resources and personnel staff.
  • Coordinates personnel-related work with department directors, school administrators, and office leadership.
  • Ensure compliance with all laws, policies and protocols related to hiring, interviewing, background checks, mandated trainings and licensure/certification
  • Stay abreast of new laws, regulations, trends and other topics related to human resources
  • Direct a program of personnel administration that addresses salary and benefits, attendance, time off, evaluation/supervision and retirement (IMRF and TRS)
  • Maintain complete and accurate records
  • Work in collaboration with administrators to create and update job descriptions to ensure that the duties and skill sets are clearly defined, aligned and optimize productivity
  • Develop and maintain employee handbook
  • Process all aspects of employee information updates (hires, transfers, terminations, etc.)
  • Maintain and organize all personnel department documents, including individual personnel files
  • Assist with creating and updating all procedural documentation related to hiring, interviewing, background checks, I-9s, employee files and any other reporting as assigned
  • Help staff and administration navigate personnel issues that arise and optimistically and creatively problem solve to identify solutions that lead to an emotionally safe, healthy and cohesive work setting
  • Assist with audit requests as needed
  • Other duties as assigned

Salary:  Minimum $90,000 (The salary is regionally competitive and is dependent on experience and level of education.  A comprehensive benefits package will be discussed with the selected candidate).
