THE POSITION

As a Human Resource Analyst 1 for the Wayne County Human Services Agency, you will perform a variety of professional personnel administration functions. This supports the Aging, Children & Youth, Drug & Alcohol, Behavioral Health/Intellectual Disabilities, Early Intervention/Autism, County Transportation System, and other Human Services programs. Your work will help our dedicated teams hire the talented, compassionate, and qualified candidates needed to keep these vital programs and services running smoothly. DESCRIPTION OF WORK
This position supports personnel administration, including hiring, community outreach, and related processes, for a wide variety of human services programs. Our team will rely on you to help ensure processes are accurate, timely, and compliant with all requirements. As a Human Resource Analyst 1, you will perform the following duties:
  • Staff Guidance: Supervise, assign and review work, and provide training and feedback for a Human Resource Assistant; explain hiring procedures and provide assistance to agency teams
  • Personnel Record Oversight: Maintain, update, and ensure the confidentiality, security, and integrity of personnel records and related information
  • Hiring Process Management: Prepare, review, and process personnel actions, correspondence, and related documentation for review; conduct research and provide recommendations to support effective operations
  • Policy Guidance: Interpret county, state, and all relevant rules, regulations, policies, and procedures and ensure compliance throughout hiring and recruitment processes
  • Recruitment Support: Coordinate job postings and outreach; represent the agency at job fairs; and collaborate with external partners to expand recruitment efforts and promote our opportunities
  • Applicant Assistance: Respond to inquiries from applicants and the public about employment processes and available vacancies; help current employees with promotion applications and related actions

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are typically 8:00 AM to 4:30 PM, Monday - Friday, with a 30-minute lunch. Employee may have irregular hours, including evenings, weekends or holidays.
  • Employee may have overnight travel or out of County travel for meetings or training.
  • Telework: You will not have the option to telework in this position.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
  • One year of experience in the performance of technical human resource duties; and a bachelor's degree; or
  • Any equivalent combination of experience and training.

Other Requirements:

Legal Requirements:
  • You must pass a background investigation.
  • A conditional offer of employment will require a medical examination and a drug screening.
  • This position falls under the provisions of the Child Protective Services Law.
