Job Summary:
Under the supervision of the Dean of Students, the Title IX Coordinator and Equal Opportunity Officer oversees the University's Title IX Policy, Pregnancy and Parenting Non-Discrimination Policy for Students, Inclusive Restroom Policy, Non-Fraternization Policy, Notice of Rights Under Title IX, Non-Discrimination Statement, and Non-Discrimination and Harassment Policy.
The Title IX Coordinator and Equal Opportunity Officer conducts training for the University community to promote awareness and understanding of UTulsa's policies and procedures. It is responsible for the University's efforts to ensure equal opportunity for all TU community members. This position works with students, employees, and stakeholders in ensuring compliance with federal, state, local, and internal affirmative action, equal opportunity, and non-discrimination laws, regulations, and policies including Title IX of the Education Amendments of 1972, the Age Discrimination Act of 1975, the Age Discrimination in Employment Act of 1967 (ADEA), the Americans with Disabilities Act of 1990 (ADA), Equal Employment Opportunity Commission (EEOC) and Affirmative Action rules and regulations, Title VI and Title VII of the Civil Rights Act of 1964, as well as other related non-discrimination requirements.
The individual will work closely with the Student Advocate, General Counsel, Human Resources, Students Affairs, UTulsa Security, and others to maintain a safe, equitable, respectful, open, diverse, and inclusive living and working environment.
Essential Functions (Responsibilities):
- Provide for the prompt, thorough, effective, and equitable intake, impartial investigation, and timely resolution of all direct and indirect complaints of sexual misconduct, harassment, and discrimination based upon protected status.
- Make recommendations and implement actions that ensure the safety of the impacted reporting party and the campus community; track incidents of informal and formal complaints and investigations through Maxient management system.
- Collaborate with university departments to develop and facilitate safety and advocacy programs to ensure that students, faculty, and staff are aware of their rights, available resources, and grievance procedures with respect to reporting and filing of complaints alleging discrimination based upon protected status.
- Develop, implement, update, and review affirmative action, equal opportunity and non-discrimination policies, procedures, and programs for compliance with federal and state regulations, including with respect to all university policies and practices related to discrimination based upon protected status.
- Provide oversight of university compliance related to affirmative action, equal opportunity, and non-discrimination, including training and awareness programming and educational materials for students, faculty, and staff.
- Maintain, record, and submit reports on the number and nature of complaints filed and the disposition of complaints; engage in data collection and analysis, climate assessment, and pattern monitoring related to complaints alleging discrimination based upon protected status.
- Identify and mitigate institutional risk by monitoring trends, ensuring regulatory compliance, and implementing preventive Title IX strategies.
- Provide updates and recommendations to senior leadership about Campus Climate and trends as it pertains to sexual harassment and anti-harassment and discrimination.
- Identify and integrate best practices by keeping current with laws, regulations, regulatory guidance, and current case law.
- Regularly attend continuing professional education and maintain ongoing relationships with colleagues at other institutions and professional organizations.
- Perform other duties as assigned.
Equivalent Education/Experience
- Master's Degree in College Student Personnel, Student Affairs, Higher Education Administration, Counseling, Human Resources, Social Work or a related field, or Juris Doctorate.
- Minimum of five (5) years of progressive responsibilities within higher education working with Title IX or related campus compliance efforts.
- Experience in a trauma-informed approach and practice.
- Three (3) or more years of experience conducting interviews or investigations, supervising staff, revising policies, overseeing compliance efforts, developing, and delivering prevention education programs and training.
- EEOC/Title IX training or certification
- Experience working with a diverse student body and employees.
Knowledge/Skill/Ability
- Must possess knowledge of federal and state laws related to unlawful discrimination and harassment (Title VI, Title VII, Title IX, ADEA, ADA, Clery Act, VAWA, etc.).
- Excellent judgment along with ability to handle confidential situations with compassion, sensitivity, and diplomacy and always remain objective and impartial.
- Demonstrated skill at connecting with students to develop trust through outreach programs.
- Demonstrated and proven working knowledge of the current and emerging regulatory environments in higher education, as well as a broad awareness of national issues and trends as they relate to equal opportunity and non-discrimination best practices.
- Excellent policy and data analysis skills. Strong communication and organizational skills, and proficient computer skills.
- The ability to design and deliver training and prevention programs to all constituencies of the university.
- The ability to work collaboratively with faculty, staff, and students.

Preferred Qualifications:
Juris Doctorate or other terminal degree in a related field.
