Position Summary

Under the supervision of the Chief Executive and Regional Program Officer (CERPO), the Health Services Administrator (HSA) provides comprehensive administrative and operational oversight for Unity Health Care’s Department of Corrections operations, including the Central Detention Facility (CDF), Central Treatment Facility (CTF), and Central Cell Block (CCB).

The HSA provides operational leadership in a high-acuity correctional healthcare environment, ensuring efficient, compliant, and consistent operations aligned with Unity Health Care’s organizational goals, DOC contractual requirements, regulatory standards, and accreditation requirements. This position works closely with DOC leadership, Unity clinical and administrative leaders, and external agencies to support quality care, operational excellence, safety, compliance, and continuity of care.

Key Responsibilities

• Provide operational leadership within the Department of Corrections, ensuring efficient, compliant, and consistent operations aligned with organizational goals.
• Communicate and collaborate with DOC security, operations, and administrative leadership to support effective healthcare operations.
• Partner with the Unity DOC Medical Director, department leaders, and community leadership to align DOC practices with Unity’s organizational processes and standards.
• Implement and monitor systems and procedures that promote safety, quality, risk mitigation, and operational excellence.
• Partner with Finance leadership on operational analysis, program evaluation, budget development, cost control, and performance optimization.
• Support compliance with federal, state, and local regulations, NCCHC and ACA accreditation standards, licensing requirements, and DOC contractual obligations.
• Maintain relationships with Federal, District, State, private healthcare agencies, and District agency representatives regarding healthcare services for DOC residents.
• Oversee discharge planning services supporting population health, continuity of care, intake, incarceration, and community reentry.
• Partner with Unity community sites, DOC, and the DC Department of Health Care Finance to identify opportunities to improve discharge planning and potential Medicaid funding.
• Oversee medical records/health information management systems, IT personnel, and referral specialists to support quality care, care coordination, and contract compliance.
• Develop, monitor, and report key operational performance indicators related to access, efficiency, cost, service delivery, compliance, and site-level outcomes.
• Oversee pharmacy and radiology operations in collaboration with department managers and staff.
• Collaborate with the Quality Improvement department to improve services and meet compliance objectives.
• Develop, implement, and revise departmental operational plans in collaboration with Department Directors.
• Develop and implement operational processes that support the delivery of quality care.
• Coordinate monthly health center inspections addressing environmental conditions, cleanliness, infection control, clinical equipment, and supply management.
• Collaborate with Clinical, Medical, and Administrative staff to maintain appropriate inventory levels and establish effective supply ordering processes.
• Develop processes to ensure compliance with ACA, NCCHC, and DOH standards of care.
• Develop an annual plan with Department Directors to monitor, review, and revise processes to maintain compliance.
• Ensure appropriate staffing plans are reviewed, revised, and implemented on a monthly basis.
• Meet with respective Wardens at least monthly to assess operational needs, address concerns, and establish strategies to support appropriate resident care.
• Confer with Administrative and Clinical staff to ensure the needs of DOC residents, staff, and DOC leadership are met.
• Perform other duties as assigned.

Minimum Qualifications

• 5–8 years of progressive healthcare experience, including at least 3–5 years in a leadership or supervisory role.
• Strong preference for experience in correctional healthcare or similarly regulated healthcare environments.
• Demonstrated experience supporting compliance with state, local, and federal regulations and accreditation standards, including NCCHC and ACA.
• Proven ability to manage healthcare operations within a secure or high-acuity environment while maintaining quality of care and regulatory compliance.
• Strong leadership, organizational, communication, analytical, and problem-solving skills.
• Demonstrated ability to lead teams, navigate organizational change, and drive operational improvements.
• Strong verbal and written communication skills.
• Strong operational, financial, and analytical capabilities.
• Ability to manage multiple priorities effectively in a fast-paced and potentially high-stress environment.
• Ability to obtain and maintain initial and ongoing security clearance as required.
