Job Description:

The position of Residence Hall Manager (RHM) with the Office of Residence Life requires an individual who is mature, reliable and responsible. The incumbent for the position shares direct responsibility for the operation of the residence hall. This includes the management, supervision and administration of the residential facility and para-professional staff. RD's are professional staff of the Residence Life Office. As live-in staff they have direct and constant contact with staff and students. The Resident Director provides leadership, assistance and support to residence hall staff and students.
The Residence Hall Manager (RHM) facilitates an atmosphere that supports experiences of community, academic achievement and personal growth. The position includes a wide variety of duties and responsibilities, many of which are spontaneous and undefined due to the nature of residence hall life. The RHM articulates to students the philosophy and policies of the Office of Residence Life and Coppin State University. The General Roles and Responsibilities of the position include but are not limited to the following:

Responsibilities:

• Reports directly to the Director of Residence Life.
• Assists in communicating student and staff concerns and issues to the Director of Residence Life and works constructively towards addressing the concerns.
• Establishes a communication network and serves as a liaison between co-workers, housekeeping, maintenance, student workers, campus security, and the administrative staff of Residence Life and Housing.
• Assists with coordinating the opening and closing of the residence halls. Be available for the opening and closing of the residence halls, supervise and assist in the checking in and out of residents.
• Submits and follows up on all repair and maintenance requests, as well as room inventory reports and room inspections, as deemed necessary.
• Attends and assists with training programs developed and sponsored by the Office of Residence Life.
• Attends weekly, monthly, and semester residence hall and floor meetings.
• Assists in the interpretation and consistent enforcement of all rules and regulations pertaining to the residence hall and University.
• Documents and reports immediately (within 24 hours) inappropriate behavior and violations that may be occurring in the residence halls by residents or non-residents, notifying the Director of Residence Life immediately of emergency situations.
• Provides desk and duty coverage as scheduled and as needed for emergency situations and other designated times. Maintains all rules as they apply to desk coverage. During emergency situations all staff are automatically on duty until the emergency situation is over. Staff may be reassigned to other areas during these emergency times.
• Provides daily/weekly on-call and duty coverage including but not limited to making rounds, responding to calls, being on campus when on duty, etc.
• Promotes an awareness and understanding of the mission and goals of the Office of Residence Life by explaining residence hall policies, programs and staff duties to faculty, staff, guests, parents and students.
• Reports all emergencies, illnesses and crisis situations to the Office of Residence Life immediately.
• Assists in the selection and training of staff, including but not limited to, resident assistants, administrative assistants, work-study students, and volunteers.
• Prepares and submits the necessary reports and other assignments expediently (i.e. work orders, visitation, program request forms etc.), ensuring the accuracy and completeness of it.
• Assists the staff, as deemed necessary or designated, in making building and room inspections, reporting all damages and improper sanitary conditions and policy infractions. This may include daily inspection of the common areas on the assigned floor, reporting maintenance, housekeeping needs, damages, or missing inventory.
• Posts and disseminates appropriate information in an effective and timely fashion through flyers, posters, meetings, floor bulletin boards, etc.
• Submit a written evaluation of staff and functioning of the facility with suggested recommendations at or near the conclusion of each semester.
• Seeks out, individually and collectively, opportunities for professional development.

PEER COUNSELING AND REFERRAL AGENT

• Counsels and advises residents on an individual as well as group basis.
• Assists residents with academic, psychological and personal problems. making the appropriate referral when necessary.
• Develops a working relationship with the residents.
• Serves as a mediator in resolving conflict between roommates and students in general.
• Is available to students on a professional basis, facilitates contacts and interaction between faculty, staff and students.
• Knowledgeable of campus and community resources; able to effectively refer students to the appropriate resources when necessary.
• Is aware of individual student goals, interests, needs, abilities, and potential for achievement as well as aware of the attitudes and behavior patterns of the residents in the hall.
• Responds to personal and medical emergencies promptly and follows up with students to learn if assistance can be provided.

COMMUNITY FACILITATOR

• Informs residents of the policies and procedures governing Residence Life and the University as outlined in the Student Code of Conduct, Residence Hall Handbook, and Housing Contract, and explains the rationale for the given policies, rules and regulations.
• Serves as an appropriate role model by adhering to established rules and regulations, involvement with hall government and participation in residence hall programs and activities.
• Encourages students to develop a respect for each other's rights and freedoms as well as a respect for private and university property.
• Encourages students to amicably and appropriately address infractions involving other students about violations of policies, procedures or community norms.
• Knows and communicates well with the residents. This will necessitate visiting residents and discussing issues such as quiet hours, bathroom cleanliness, academic concerns, personal issues and general involvement in the floor community.
• Assists residents in the development of floor, suite, and room agreements which state expectations agreed upon by floor, suite, and roommates.
• Is fair, consistent and equitable when enforcing behavioral expectations and resolving problems within the agreements.
• Promptly documents behavior and community problems through the use of the Residence Hall Incident Reporting System.
• Consults with the Director on resolving behavior problems, especially those of an ongoing and complex nature.
• Meets regularly with residents to discuss the building atmosphere and stimulate the development of programs and activities.
• Assists residents to get to know one another by making introductions and creating constructive conversations.
• Organizes and advises the hall council.
• Provides weekly open-door hours, and one-on-one sessions with staff and students.
• Plans programs and activities that foster interaction among floor and building residents.
• Creates an environment in the residence hall supportive of and conducive to academic achievement, personal growth, and community development.

STUDENT AND STAFF DEVELOPMENT

• Assists in identifying the academic, educational, cultural, social and recreational needs and interests of residents, through discussions, floor meetings, Hall Council meetings, surveys and questionnaires.
• Assists in the development of a functional hall government by encouraging student participation in hall meetings, serving as an advisor for hall government members and actively supporting their activities.
• Assists in the planning, coordination and implementation of major departmental and University programs. Actively supports staff in their programming efforts by assisting in program planning and attendance.
• Provides monthly social/recreational and cultural/educational programs and encourages students to plan and implement programs and activities.
• Attends and actively participates in all staff development and training activities to include bi-weekly meetings, in-service training and conferences.
• Develops personal and professional goals and objectives, and regularly reviews progress made in accomplishing these objectives.
• Meets weekly with the Director to discuss job performance, goals, objectives, problems, and concerns and to keep him/her apprised of what's going on in the hall.
• Provides weekly reports to the Director, including but not limited to, information on programs, incidents, supervision concerns, etc.
• Assists in the recruitment, selection and training of new and returning staff.
• Is positive and constructive in attitudes and actions with regard to the University and the value and opportunities inherent in-residence hall life. This is accomplished by serving as a model of maturity and integrity for students and staff in personally observing University and residence hall policies and procedures.
• Other related duties as assigned.

REQUIRED QUALIFICATIONS:

Education

• Bachelor's degree is required.

Experience

• At least two years of experience in the field of Student Affairs or a related area.

Knowledge, skills, abilities and other characteristics:

• Familiarity with a variety of the field's concepts, practices and procedures. This position relies on experience and judgement to plan and accomplish goals.

• Preference will be given to individuals who lived on campus in university owned housing for at least one continuous academic year, with residence hall experience as an RA/RHM or experience as a part of the residence hall government.
