Job description

Provide senior-level engineering, technical leadership, and project management services in support of the Florida Department of Environmental Protection (FDEP) Waste Cleanup Program, including Petroleum Restoration Program (PRP), Drycleaning Solvent Cleanup Program (DSCP), Brownfields, and other contaminated site rehabilitation initiatives. Serve as a technical expert and project lead for complex environmental assessment and remediation projects from initial investigation through site closure.

Lead and oversee environmental site investigations, contamination assessments, remedial design, and implementation activities for sites impacted by petroleum hydrocarbons, chlorinated solvents, hazardous substances, and emerging contaminants. Evaluate environmental data, perform advanced engineering analyses and risk assessments, and develop innovative, cost-effective remediation strategies that achieve compliance with FDEP regulations while supporting project objectives and budgets.

Manage multidisciplinary project teams responsible for soil, groundwater, sediment, and vapor investigations. Direct the preparation and review of technical deliverables, including Site Assessment Reports (SARs), Remedial Action Plans (RAPs), Remedial Strategies, Limited Scope Assessments (LSAs), Monitoring Reports, Risk Assessments, No Further Action (NFA) recommendations, Site Rehabilitation Completion Orders (SRCOs), and regulatory correspondence.

Provide senior-level oversight for remediation system design, construction, operation, optimization, and closure, including source removal, soil excavation, in-situ and ex-situ treatment technologies, monitored natural attenuation, groundwater recovery systems, and vapor mitigation systems. Ensure all work is conducted in accordance with FDEP guidance, Florida Administrative Code requirements, and applicable federal, state, and local regulations.

Act as the primary technical liaison with FDEP project managers, regulatory agencies, clients, contractors, and stakeholders. Present remediation strategies, regulatory approaches, and technical findings to both technical and non-technical audiences. Support regulatory negotiations, corrective action planning, project scoping, budgeting, and schedule management.

Mentor and develop junior engineers, geologists, and environmental scientists while providing quality assurance and technical review of reports, calculations, designs, and regulatory submittals. Support business development activities through proposal preparation, scope development, client relationship management, and identification of new opportunities within FDEP-funded and private-sector remediation programs.

Additional responsibilities may include Phase I and Phase II Environmental Site Assessments, UST closure assessments, Brownfields redevelopment support, due diligence investigations, environmental compliance evaluations, and strategic planning for long-term site rehabilitation and closure. The successful candidate will apply expert engineering judgment, strong regulatory knowledge, and leadership skills to deliver technically sound and defensible remediation solutions across Florida's environmental cleanup programs.

  • Bachelor's degree in Environmental Engineering, Civil Engineering or related degree.
  • Minimum 8-11 years' experience.
  • Master's degree in Environmental Engineering preferred.
  • Florida Professional Engineer License
  • A valid driver's license with acceptable violation history may be required.

  • Terracon Authorized Project Reviewer status (within 2 years of hire).
  • Develop understanding and be aware of project-related risk. Be familiar with what could go wrong on a project and how to protect the Company.
  • Responsible for continuous quality monitoring and improvement on projects. Monitor and promote quality standards and practices.
  • Responsible for providing consistent quality standards on project and proposal delivery.
  • Lead safety efforts for team and ensure team follows safety rules and guidelines. Responsible for creating and modeling a safe work environment; demonstrates safety practices. Promote pre-task planning for all projects.
  • Senior level environmental engineering professional responsible for leading complex or unique projects requiring innovative investigation techniques.
  • Supervise the analysis and formation of recommendations in written reports.
  • Assist in establishing and updating current policies/ procedures for technical projects in field of expertise, to ensure proper interpretation and implementation by subordinate staff.
  • Provide technical direction and training to less experience professional staff.
  • Participate in the development of marketing strategies and presentations of qualifications to clients on projects.
  • Serves as a Terracon Authorized Project Reviewer.
