Job description

Title: Project Manager 3

Location: Austin, TX |  On-Site

 
Key Responsibilities
  • Collaborate with Chief Data Architect & Data Analytics office on PMAS cloud projects
  • Lead documentation efforts per DIR Project Delivery Framework
  • Develop RFPs and federally approved IAPDs to obtain matching federal funds
  • Oversee data integration efforts across HHSC departments
  • Conduct procurement and resource planning
  • Manage day-to-day operations, scrums, deliverables, and project timelines
  • Communicate progress and risks with leadership and stakeholders
 
 Required Skills & Experience
  • 8+ years of IT Project Management experience
  • 8+ years in IT industry with at least 5 years in:
    • Data management solutions (data lakes, warehouses)
    • Data analytics/BI
    • Web-based development (e.g., J2EE)
    • SOA-related technologies
  • 8+ years:
    • Strong written and verbal communication
    • Project documentation creation
    • Team management (task assignments, mentoring, facilitation)
    • Risk identification and resolution
    • Full lifecycle experience (PMLC & SDLC)
    • Tracking full project budget and cost reporting
    • Agile methodologies (sprints, grooming, daily scrums, retrospectives, Kanban)
    • Problem-solving and stakeholder communication
Preferred Experience
  • 6+ years: Public healthcare industry (preferably HHS)
  • 6+ years: Managing cross-agency or multi-IT department projects
  • 5+ years:
    • Managing weekly activities of TSS Sprint Teams
    • Leading projects in matrixed environments
    • Creating and executing project/work/quality plans
    • Full project lifecycle (analysis to deployment)
    • Building and managing IT teams
  • 3+ years: Access & eligibility program experience
 Certifications
  • PMP certification (Required) – Must include certificate number in resume
  • Scrum Master certification – Preferred
