Job description
TARC will be launching the New TARC Network and we want you to be a part of it!
The New TARC Network will mark a new chapter in TARC history and will allow the agency to provide better, more reliable service on major corridors across the City. TARC is looking for transit professionals who want to help us deliver high-quality bus service to the Louisville community.
The Safety Manager supports the Director of Safety and Security by leading and overseeing agency-wide safety, security, risk management, emergency preparedness, workers' compensation, and regulatory compliance programs. This role ensures compliance with Federal Transit Administration (FTA), Occupational Safety and Health Administration (OSHA), state, and local regulations while promoting a strong safety culture across the organization. The Safety Manager also serves as the Director of Safety and Security when needed. The position is responsible for meeting and exceeding all TARC policies and procedures; and performing other duties as assigned.
SUPERVISORY RESPONSIBILITIES:- Workers' Compensation Coordinator; Transit Security Specialist
Safety & Compliance
- Assist in developing and implementing safety, security, risk management, and emergency preparedness programs.
- Maintain and update agency safety plan, monitor monthly Safety Performance Targets and Safety Management System (SMS) programs.
- Ensure compliance with FTA, OSHA, state, and local regulations.
- Monitor safety performance metrics and recommend improvements.
- Conduct safety audits, inspections, and compliance reviews.
- Manage National Transit Database (NTD) safety reporting and support APTA safety audits.
Incident & Risk Management
- Oversee accident and incident documentation.
- Analyze accident trends and implement corrective actions.
- Assist with workers' compensation and claims management processes.
- Prepare reports on claims, injuries, hazards, and safety performance.
- Lead loss prevention initiatives.
Security Management
- Oversee surveillance camera systems, access control, key management, and security equipment.
- Coordinate responses to operator assaults, threats, suspicious activity, and emergency incidents.
- Partner with law enforcement and security contractors.
- Evaluate facility vulnerabilities and recommend security improvements.
- Ability to work extended hours during emergencies, incidents, or critical events as directed.
Leadership & Administration
- Supervise assigned staff.
- Support departmental budgeting and financial planning.
- Collaborate with internal departments on continuous improvement initiatives.
- Assist in preparing reports and presentations for executive leadership and the Board of Directors.
- Participate in Safety Committee meetings and professional organizations.
- Serve as Acting Director of Safety and Security when required.
- Performs other job-related duties as requested.
EDUCATION AND EXPERIENCE:
- Bachelor's degree from an accredited four-year college or university with major coursework in public or business administration, human resources, or a closely related field; and
- Five (5) years of related professional-level experience in transportation; safety management; compliance and monitoring of operational safety, fire/life safety, industrial safety, construction safety, environmental safety, accidents/incidents and investigations, and safety project management activities; including two (2) years of supervisory or management experience in safety and security.
- Familiarity and understanding of Occupational Health and Safety Administration regulations, and Department of Transportation regulations is preferred.
- Possession of, or ability to obtain, a valid Kentucky or Indiana Driver's License by the time of appointment and a satisfactory driving record.
Note: An equivalent combination of related education and experience may be substituted for the above-stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Organizational and management practices as applied to the analysis and evaluation of safety and security programs, policies, and operational needs.
- Knowledge of Federal Transit Administration (FTA) and Safety Management System (SMS)
- Experience with National Transit Database (NTD) reporting.
- Ability to analyze safety data, identify trends, and develop corrective actions.
- Strong investigative and problem-solving skills.
- Principles and practices of personnel management including supervision, training, and performance evaluation.
- Sources of federal, state, and local funding used for organization programs, related to assigned activities, including occupational health and safety programs.
- General principles and practices of budget development, preparation, and expenditure control.
- Business and management principles involved in strategic planning, resource allocation, leadership technique, and coordination of resources.
- Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly.
- Assist in developing and implementing goals, objectives, practices, policies, procedures, work standards, and internal controls for the assigned operational areas.
- Prepare and administer large and complex budgets and allocate limited resources in a cost-effective manner.
- Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of safety and security program goals.
- Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
- Establish and maintain cooperative working relationships with those contacted in the course of business, including employees, the Board of Directors, government entities, contractors, the community, and the general public.
- Effectively use computer systems, applications, and modern business equipment to perform a variety of work tasks.
Incumbents generally work in a typical office environment with adequate light and temperature. There may be occasional exposure to extreme temperatures, loud noise, fumes, noxious odors, dust, mist, gases, and poor ventilation; must be able to see, hear and speak; and sit at a desk for long periods of time. Work may require some level of mobility including lifting or moving materials. Incumbents may interact with upset staff and/or members of the public in interpreting and enforcing departmental policies and procedures.
