Position Summary:

The Supervisor of Trauma Informed Peer Services (TIPS) will lead the development of the implementation plan and the day-to-day oversight of a peer support program to expand culturally and linguistically responsive peer support access citywide. This position will be focused on communities in Philadelphia at risk of experiencing multiple incidents of trauma; specifically: (1) immigrant and refugee communities, and (2) communities impacted by high rates of gun violence. This position will provide supervision and support to certified and non-certified peer staff including Certified Peer Specialists (CPS), Certified Recovery Specialists (CRS), or Community Health Workers (CHW) as well as Peer Ambassadors with lived experience. The TIPS Supervisor will provide trauma informed leadership, coordination, and education to provide greater access to behavioral health support, guidance, and linkages to culturally appropriate care on a community level. This position will commit to community advocacy while ensuring a safe and healthy environment for the team and community members. This position may work up to 75% out of the office and in various culturally diverse community settings.

This is a grant-funded position through December 2027. Additional funding will be sought to extend the position, but funding cannot be guaranteed.

Duties and Responsibilities:

• Plan, develop, and oversee the day-to-day implementation of trauma-informed peer programming to address behavioral health, trauma, and wellness related needs in culturally and linguistically responsive ways.
• Deliver trauma-informed peer support with diverse communities including facilitation of Wellness Recovery Action Plan (WRAP) sessions, promote hope, assist with linkages to care, and more.
• Provide supportive supervision and guidance to diverse certified and non-certified peer support staff and Peer Ambassadors with lived experience ensuring that staff receive trauma-informed support and assistance supporting community stakeholders impacted by trauma.
• Build and maintain a strong functional team through effective training, performance management, coaching, team building, and regular field-based debriefs
• Oversee community outreach and engagement, data collection and data analysis to inform program strategy and continuous quality improvement.
• Establish and expand DBHIDS relationships with city agencies, community-based organizations, neighborhood groups, faith-based partners, behavioral health providers, and other stakeholders to align and coordinate DBHIDS efforts.
• Develop and manage community outreach and engagement program proposals including budget development, vendor identification, and expense monitoring
• Prepare written reports and deliver presentations related to field-based initiative activities and outcomes.
• Define and model advocacy for peer support specialists, including advocating for organizational changes that support peer roles and equitable access to services.
• Develop peer skills for disclosing personal experience with the goals of inspiring hope, developing trust and rapport, and fostering strengths.
• Practice effective, non-judgmental, and empathetic listening while holding staff accountable for their job duties and professional expectations.
• Continually participate in DBHIDS activities in the community to connect with community members and maintain an understanding of the needs of the diverse communities.
• Develop wellness and safety plans and protocols for the TIPS project
• Provide guidance to certified and non-certified peer staff providing peer support services and helping the community in accessing culturally appropriate behavioral health resources, linkages, and support.
• Model self-care, set appropriate boundaries, and an authentic belief in recovery through language, attitude, and actions.
• Invite ongoing feedback on personal and staff practice of cultural humility.
• Work a flexible schedule, including evenings and weekends, and spend significant time in community settings and various culturally diverse neighborhoods in Philadelphia

Skills Required:

• Knowledgeable of trauma informed systems of care related to gun violence, and immigrant and refugee communities.
• Knowledgeable of behavioral health systems, peer culture in Philadelphia, and the Peer Support Toolkit.
• Knowledgeable of core peer roles and values identified in:

• National Ethical Guidelines and Practice Standards/National Practice Guidelines for Peer Supporters. International Association of Peer Supporters (iNAPS).
• Substance Abuse and Mental Health Services Administration (SAMHSA) Core Competencies for Peer Workers in Behavioral Health Services.

• Excellent supervisory skills, including ability to motivate and inspire staff.
• Ability to foster collaboration, build consensus, inspire a shared vision, and support peer staff in community-facing outreach settings. and inspire a shared vision.
• Ability to work well with diverse groups of individuals and organizations.
• Ability to interact with staff and people at all levels in a fast-paced environment, sometimes under pressure, remaining flexible, proactive, resourceful, and efficient, with a high level of professionalism.
• Excellent written and verbal communication skills
• Able to work well independently and within a team.
• Ability to plan, coordinate, and monitor field-based community engagement, peer outreach, warm handoffs, and follow-up activities.
• Understands and executes duties with minimal direction.
• Proficient in Microsoft Office, Outlook, Word, Excel, PowerPoint and Zoom.
• Keen awareness of political and community concerns related to safety, trauma and the ability to address them appropriately at the community level.
• Bilingual proficiency preferred (e.g., Spanish, Chinese)

Education and Experience:

• Master of Social Work, Public Health, or related field preferred, bachelor’s degree of Social Work or related field required.
• Four (4) years of experience in behavioral health or related field
• Minimum of two (2) years supervisory experience required
• Familiarity with Philadelphia behavioral health system, continuum, and levels of care.
• Experience working with communities impacted by trauma
• OR any equivalent combination of education and experience determined to be acceptable.
