Introduction
DOT - Motor Vehicles
The mission of the Division of Motor Vehicles is to provide excellence in transportation by providing courteous and efficient service to the public while protecting Delaware residents by establishing the validity of licensed drivers and ensuring safe and non-polluting vehicles are operated on Delaware roadways. Also, by providing a safe, efficient and environmentally sensitive Toll network that offers a variety of convenient, cost-effective options for processing all vehicular traffic.

Summary Statement
The Fiscal Manager provides executive leadership and oversight of the Division of Motor Vehicles' financial operations, including budgeting, financial planning, revenue management, procurement, grants, contracts, compliance, and internal controls. The position serves as the Division's principal fiscal advisor, ensuring sound financial stewardship, regulatory compliance, and strategic decision-making while safeguarding millions in annual transportation-related revenues.
Essential Functions
Essential functions are fundamental and core functions common to all positions in the class series. This is not an exhaustive list of all job duties for any one position in the class.   • Reviews and analyzes financial transactions and records to determine accuracy and monitors adherence to agency budget, applicable agreements, grants, or contracts, as well as state or federal laws, rules, and regulations.
  • Analyzes, reconciles, and consolidates data to the general ledger from journals, records, and documents; takes trial balances and makes corrections, updates, and adjustments to bring funds into balance and maintains an audit trail.
  • Reviews financial transactions, classification and codes to ensure accuracy and recommends changes.
  • Maintains internal controls and applies accounting principles, practices, and standards.
  • Provides advice and technical guidance on matters in assigned fiscal function(s).
  • Compiles, analyzes and prepares a variety of statements and reports of financial health utilized in financial, budget, and personnel planning.
  • Researches and provides data, reports and other documentation to state, federal and independent auditors and for other requests for financial information.
  • Uses commercial and proprietary automated information systems and computer software to research, review, evaluate, and report on financial data.
  • Delivers excellent customer service to internal and external customers and the public in person, electronically, or by written communication.
  • Communicates and interacts effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races.
  • May be responsible for purchasing, disbursement, and inventory of equipment and supplies.

Job Requirements
JOB REQUIREMENTS for Fiscal Manager
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
  1. Three years' experience in analyzing financial problems, developing alternatives, recommending and advising management on solutions.
  2. One year of experience in assembling, analyzing and interpreting financial and accounting data and preparing comprehensive financial reports.
  3. One year of experience in budget management and control such as managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
  4. Six months' experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
