The work unit assists with the management of the State parks and recreation areas, within the guidelines of Colorado State statutes, regulations and Division of Parks and Outdoor Recreation policies and procedures for the use, benefit and enjoyment of recreation area visitors. The unit provides a wide variety of recreational and educational opportunities to the public, while ensuring that safety and quality standards are met.

The unit is responsible for providing visitor services, maintenance functions, natural resource protection, environmental education, administrative functions, law enforcement, inter-agency cooperation and program development assisting with statewide programs. The work unit also administers a variety of State Park programs. Description of Job This position supervises and participates in the completion of daily operations at the park level regarding visitor services.

Areas of responsibility required to complete these operations include planning work strategies, park policies and procedures, supervision of the temporary employee workforce, maintaining a safe recreational environment, acting as the lead law enforcement and emergency response officer at the park, protecting the natural resources, establishing and maintaining mutual response guidelines and open lines of communication with surrounding agencies and private entities. This position also exists to address any additional/ unforeseen issues, duties, problems, etc. that the visitors, staff, park, or agency may encounter.

This position directly supervises other FTE and is the second-line supervisor to temporary employees and is the staff authority for law enforcement. Specific duties include but may not be limited to: LAW ENFORCEMENT/EMERGENCY SERVICES This POST-certified officer participates in the work unit's law enforcement program. Provides professional level law enforcement of Colorado's Revised Statutes (C.R.S.), including parks and wildlife, criminal, traffic, children, and liquor codes over the park's land acres and depending on the structure of each State Park, water, campgrounds, trails, a swim beach, playgrounds, boat ramps, horse stable and marina concession, additional law enforcement responsibilities throughout Colorado for snowmobile and OHV patrols

Responsible for training temporary officers (limited and fully commissioned) and ensuring the quality of their law enforcement. Issues warnings, tickets, arrests, and investigates OHV, snowmobile, and/or minor motor vehicle accidents. Supervises others as needed performing the same duties.

Generates law enforcement cases, docketing cases in the appropriate courts, making required court appearances, completing incident offenses and other law enforcement reports, and maintaining training standards commensurate with the position. SUPERVISION This position directly supervises other FTE and directly or indirectly supervises temporary employees in the visitor services section. This position develops and implements processes to ensure the daily operations of the park run smoothly including recruiting, hiring, training, assigning duties, scheduling, resolving conflicts, disciplinary/ corrective actions, delegation of special projects/duties, completing performance evaluations, and maintaining documents and employee files.

PROGRAM MANAGEMENT Responsible for completing or delegating the completion of work necessary for the success of the following programs: all sections within the visitor's services section, including but not limited to law enforcement, environmental education, revenue collection, volunteer program, ANS, Boat, campgrounds, swim beach, and dog off-leash areas. Assumes a leadership role by instructing, teaching, or leading junior employees within the division. BUDGETING/ACCOUNTING/PROCUREMENT Budgets in areas of responsibility.

Develops and utilizes tracking systems to guide the spending of budgets, which can change frequently but typically include law enforcement supplies, operational budgets and temporary employee wages. Ensures proper use of State credit cards. ADMINISTRATION Performs administrative duties which includes regular reports from every section of responsibility, including filing and maintaining records (archiving) for the required time periods.

Replies to email and phone requests for numerous and ever-changing reports and information. MAINTENANCE Coordinates efforts of the visitor services staff with the maintenance staff to maximize the potential of temporary employees. This employee often performs regular preventative maintenance duties (cleaning restrooms, fire pits/grills, emptying trash cans, plowing snow, etc.) and appropriately addresses major issues (lift station failure, broken water lines, building issues) with FTE maintenance staff

Manages and oversees visitor services storage and secure areas. Operates maintenance equipment such as mowers, chainsaws, weed whips, and tractors, etc. as needed.

PUBLIC RELATIONS Serves daily as a contact with the public during law enforcement and informational contact with the potential for PR implications. Addresses citizen complaints regarding visitor services staff. Presents programs, radio shows, media interviews, and/or writing articles for newspapers or magazines to generate interest in the park as needed.

Controls information flow to the press regarding emergency situations if PMV is not on-scene. Other duties as assigned. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights MINIMUM QUALIFICATIONS: Seven (7) years of relevant experience in natural resource management, law enforcement and public safety within an outdoor recreation setting; supervision and performance planning in an outdoor recreation setting or an occupation related to the work assigned to this position.

OR A combination of education in any field of science and/or relevant experience in Natural Resource Management; Law enforcement and public safety within an outdoor recreation setting; Supervision and Performance Planning in an outdoor recreation setting equal to seven (7) years. Substitutions: Additional appropriate education will substitute for the experience requirement on a year-for-year basis. Please note: The required experience must be substantiated within the work experience section of your application.

Preferred Qualifications: Current or former State experience relevant to this position. Excellent interpersonal skills. Experience training, coaching, and/or mentoring.

Experience working with agencies and stakeholders on public land management issues. Experience operating Off-Highway Vehicles and Snowmobiles Search and Rescue knowledge or experience (including Incident Command Systems) Experience with natural resource law enforcement, education, and customer service Knowledge and experience with the state's financial procedures and systems. Proficiency in Microsoft platforms and Google Suite.

Required Competencies: Experience in volunteer or people management, including recruitment, training, engagement, recognition, and retention. Demonstrates initiative, self-motivation, and accountability. Ability to work well independently as well as collaboratively in/with a team.

Excellent problem-solving and critical thinking skills. Excellent organizational, communication, customer service, and time management skills. Ability to manage multiple projects, tasks, and timelines simultaneously with independence and attention to detail.

Ability to establish, grow, and maintain strong working relationships and partnerships internally and externally with staff, community members, and groups across a geographically dispersed program. Strong learning orientation. Leverages resources and is creative in ways of learning to continue adapting to changing issues and trends.

Good working knowledge of computer based technology. Proficiency in Microsoft Word, Excel, Google suites, and online conferencing systems (e.g. Zoom)

Experience applying and supporting interpretation of rules, directives, regulations, and policies. Planning and organizational skills, strong interpersonal, oral communication and written communications skills. Ability to develop and deliver trainings and resources for diverse audiences.

Conditions of Employment: Must possess and maintain a valid state of Colorado driver's license if operating a State vehicle. Must be POST certified Must pass CPW Law Enforcement physical standards during initial hiring process Firearms proficiency - Post Certified minimum requirements Pre-employment Drug Testing - If required by CPW Law Enforcement standards Background Check - Criminal history, Driving history during initial hiring process and to update Law Enforcement Commission Regular work hours may start before 5 AM or end after 10 PM. Given the incident driven nature of the position, shifts of 12+ hours are not uncommon.

In emergency situations shifts may run for an indeterminate period. Use, Handling or Exposure to hazardous materials - Not regularly, though emergency response may expose to hazardous materials. LE officers will carry firearms daily, meet proficiency standards at least quarterly and encounter armed citizens regularly in the course of regular duties (Law enforcement, hunting, fishing, campground checks etc.) Must be capable of operating OHVs, maintenance equipment (including but not limited to mowers, chain saws, weed whips, tractors), surface ice rescue gear, all regularly carried law enforcement/defensive equipment/uniform items (including but not limited to: duty belt, handgun, handcuffs, OC, ASP baton, radio) as required

Must complete 40 hours of law enforcement training and must stay current in CPR and First Aid, duty weapon qualifications and other required certifications. Instate travel limited to less than 30 days / year. Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify their application from the current position.
