Check out our excellent benefits package. Description of Job The Colorado Division of Insurance (DOI) regulates the insurance industry in Colorado. DOI helps consumers by answering their questions, investigating their complaints, and helping them to understand their insurance.

The division regulates and monitors insurance companies in Colorado, as well as insurance agents, ensuring all are following the law. The Property and Casualty/Strengthen Colorado Homes Enterprise work unit is currently comprised of the Property and Casualty Rates and Forms, Consumer Services, and Actuarial teams. The work unit is responsible for reviewing property and casualty insurer rate and form filings to ensure compliance with statutory, regulatory, and actuarial standards as well as investigating consumer complaints and assisting consumers with property and casualty insurance-related concerns.

As a result of the passage of Senate Bill 26-155, this work unit is also now responsible for implementing and administering the Strengthen Colorado Homes Enterprise. This initiative will use insurer fee revenue to help stabilize Colorado's homeowners insurance market by awarding homeowner grants for resilient roof systems, supporting workforce development grants, and funding a study to evaluate insurance options in wildfire-prone areas. This work unit is also responsible for other operational and programmatic responsibilities necessary to fulfill the statutory objectives of the Enterprise, such as ensuring compliance with statutory, fiscal, procurement, reporting, and grant administration requirements.

Position: SFA 4342 The Strengthen Colorado Homes Enterprise Director is the senior administrative staff position supporting the Enterprise. Together with the Grant Administrator and the Board Administrator, both of whom report directly to this position, the Enterprise Director is part of a three (3) person administrative team whose purpose is to provide the operational leadership, analytical expertise, and staff support necessary for the seven-member governing board to effectively exercise its statutory powers, including fee administration, grant awards, program reporting, and contractor engagement. The Enterprise Director reports to the Deputy Commissioner for Property and Casualty Insurance and is a fully integrated member of the Property and Casualty team, working collaboratively with other Property and Casualty units including the Rates and Forms, Actuarial, and Consumer Services teams, as well as other Division staff as program needs require.

The position engages across a complex stakeholder landscape that includes insurance insurers, roofing industry professionals, county governments, and consumer advocates, as well as developing professional relationships with peer state regulators and monitoring relevant working groups at the National Association of Insurance Commissioners. Duties include, but are not limited to: Leading development of the administrative and policy framework supporting the Enterprise board; Designing and maintaining a comprehensive performance measurement framework to assess program impact on hail/wind loss reduction and insurance premium reductions; preparing annual performance reports and plain-language public summaries; Monitoring workflow and coaching team members to ensure work is performed in a timely and appropriate manner; Establishing and enforcing internal financial controls and grant disbursement procedures; maintaining auditable records and commissions periodic financial audits with corrective action follow-through; Identifying emerging program gaps or operational risks, advising the board on alternative courses of action, and ensuring board-adopted rules and policies are implemented with fidelity and appropriate documentation; Enabling consistent evaluation of insurer compliance with fee requirements and preparing formal compliance assessments for the board and Deputy Commissioner with recommendations for enforcement follow-up as warranted; Maintaining a geographic equity monitoring protocol to ensure grant awards are distributed proportionally to hail exposure risk and homeowner need. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights MINIMUM QUALIFICATIONS (MQs): There are two ways to qualify for this position: 1) Experience OR 2) A Combination of Education and Experience Option 1: Experience Nine (9) years of professional* experience working in the public sector, private sector, or for a nonprofit performing at least one (1) of the following: Grant Management: Directing grant or funding programs end-to-end, including application design, eligibility verification, fund disbursement, budgeting, compliance, and reporting on public funds; Operational management and leadership: Ensuring compliance with policies, rules, and regulations by planning, developing, and/or ensuring the follow-through of systems used within a work unit; AND/OR Program management: Overseeing day-to-day program operations, including establishing workflows and coordinating staff, contractors, and vendors.

Developing program policies, managing resources, ensuring program compliance, monitoring and driving progress, reporting outcomes, and coordinating collaboration between multiple stakeholders. Of the nine (9) years, two (2) years must include the following: Formal** supervisory experience over professional-level staff, including reviewing and evaluating work produced by subordinates to provide feedback and coaching when appropriate. Option 2: A Combination of Education AND Experience Associate's Degree and Experience: Graduation from an accredited college or university with an associate's degree in business, business administration, communications, finance, public administration, public policy, or a field of study related to the work assignment; AND Seven (7) years of professional* experience working in the public sector, private sector, or for a nonprofit performing at least one (1) of the following: Grant Management: Directing grant or funding programs end-to-end, including application design, eligibility verification, fund disbursement, budgeting, compliance, and reporting on public funds; Operational management and leadership: Ensuring compliance with policies, rules, and regulations by planning, developing, and/or ensuring the follow-through of systems used within a work unit; AND/OR Program management: Overseeing day-to-day program operations, including establishing workflows and coordinating staff, contractors, and vendors.
