Position Overview

The Director of Independent Living Services is responsible for leading and overseeing the agency's Independent Living residential programs, ensuring high-quality, person-centered services for adults with intellectual and developmental disabilities. This role provides strategic and operational leadership for multiple residential homes, ensuring compliance with New Jersey Division of Developmental Disabilities (DDD) regulations, Medicaid requirements, and agency standards. The Director supervises the Independent Living management team, oversees participant services and staffing, manages regulatory compliance and quality assurance, and collaborates with internal departments and external stakeholders to support program success. Reporting to the Senior Director of Residential Services, this position plays a key role in maintaining safe, individualized living environments while driving operational excellence and positive participant outcomes.

Essential Responsibilities

  • Provide strategic leadership and oversight for all Independent Living Services programs, ensuring high-quality, person-centered supports.
  • Ensure compliance with New Jersey Division of Developmental Disabilities (DDD) regulations, Medicaid requirements, agency policies, and participant Individual Support Plans (ISPs).
  • Oversee the daily operations of multiple residential homes, ensuring safe, individualized, and well-maintained living environments.
  • Manage participant enrollment, including referrals, admissions, transfers, suspensions, and discharges.
  • Supervise, coach, and support the Independent Living management team to promote accountability and operational excellence.
  • Ensure appropriate staffing levels and effective scheduling to meet participant needs and regulatory requirements.
  • Partner with Facilities, Transportation, Human Resources, Information Technology, and other departments to support program operations.
  • Build and maintain positive relationships with participants, families, guardians, support coordinators, and external stakeholders.
  • Lead employee performance management, training, and development while collaborating with Human Resources on hiring, promotions, disciplinary actions, and terminations.
  • Oversee quality assurance activities, internal audits, regulatory inspections, and corrective action plans.
  • Ensure accurate Medicaid billing documentation, financial oversight, and timely submission of required reports and program data.
  • Respond to program emergencies by providing on-call leadership and crisis management support, including travel to residential locations as needed.
  • Perform additional duties and special projects as assigned.

Qualifications

  • Master's degree in Special Education or a related field with a minimum of five (5) years of administrative experience supporting adults with intellectual and developmental disabilities; or Bachelor's degree in Special Education or a related field with a minimum of seven (7) years of relevant administrative experience.
  • Demonstrated experience with New Jersey Division of Developmental Disabilities (DDD) regulations, compliance requirements, and best practices.
  • Proven experience managing five (5) or more residential homes or community-based residential programs.
  • Strong knowledge of Independent Living services, person-centered planning, and support strategies.
  • Experience overseeing regulatory compliance, quality assurance, Medicaid documentation, and service delivery across multiple residential programs.
  • Strong leadership experience with staff supervision, coaching, performance management, and team development.
  • Knowledge of New Jersey state regulations governing residential services for individuals with intellectual and developmental disabilities.
  • Experience using Electronic Health Record (EHR) systems and proficiency with Microsoft Office and other computer applications.
  • Valid driver's license with a clean driving record and the ability to travel between residential program locations as needed.
  • Excellent communication, interpersonal, organizational, and time management skills, with the ability to manage multiple priorities and meet deadlines.

Employment Requirements

  • Must possess a valid driver's license with a clean driving record and be able to travel between residential program locations as needed.
  • Ability to work on-site at the Livingston, NJ corporate office and travel throughout Essex County.
  • Must be available to provide on-call support for emergencies and crisis situations, including evenings, weekends, and holidays, as required.
  • Successful completion of all pre-employment requirements, including background screening, reference checks, and any required clearances in accordance with agency and state regulations.
  • Ability to meet all physical and documentation requirements necessary to perform the essential functions of the position.
  • Must maintain compliance with all agency policies, New Jersey Division of Developmental Disabilities (DDD) regulations, and applicable state and federal requirements throughout employment.
