Position Summary:
The Chief Executive Officer (CEO) is responsible for the successful overall direction, administration, and coordination of all business activities of Bois Forte Development Corporation in accordance with the missions, values, philosophies, policies, and objectives established by the BFDC. The CEO shall provide effective leadership with the ultimate objective of attaining maximum profit on operations and return on investments.


Core Duties and Responsibilities:

The Chief Executive Officer is responsible for the following duties:

  • Plan, develop, and establish policies and objectives of the organization in accordance with the BFDC objectives.
  • Oversee and direct all operational activities associated with both short and long-term strategic planning.
  • Develop statistical and trend analysis of internal and external factors that impact business conditions and operational effectiveness.
  • Analyze operational effectiveness and implement necessary organizational changes required to improve overall effectiveness and profitability.
  • Ensure compliance with the Federal, State, and Tribal Law, including the Bois Forte Band's Gaming Ordinance, Tribal/State Compact, Indian Gaming Regulatory Act and Minimum Internal Controls and applicable employment laws.
  • Appraise the organization’s financial position and issues periodic reports on financial stability, liquidity and growth of the organization. Monitor the organization’s performance against key business objectives.
  • Determine financial feasibility for funding of new or expanding operations and/or capital improvements that will maximize return on investments and increase company net worth.
  • Identify strategic alternatives and develop viable and effective strategic initiatives for review and authorization by the Bois Forte Gaming Commission and/or BFDC.
  • Coordinate functions and operations between division and departments and establish responsibilities and procedures for attaining objectives.
  • Direct the preparation of an annual operating budget, monthly and quarterly financial statements, business activity reports or other reports required for the Bois Forte Development Corporation and Gaming Commission monthly meetings.
  • Ensure regular and accurate financial accounting of the performance of each of the Enterprise entities.
  • Make recommendations to the Bois Forte Gaming Commission on the hiring of all consultants or contractual work in accordance with the Procurement Policy.
  • Authorize expenditures and have signatory authority on contracts necessary for regular company operations including maintenance and repair to the amount specified by the Bois Forte Gaming Commission.
  • Evaluate performance of executive management employees (General Manager and Enterprise Managers) for productivity, leadership, and effectiveness; conduct regular performance evaluations on others under his/her supervision.
  • Ensure the implementation of public relations and guest services practices designed to improve the company’s image and relations with customers, employees, and the surrounding communities.



Qualifications – Education and Experience:


Minimum Qualifications:

  • The CEO must have a minimum of a bachelor’s degree from four-year college or university in Business Administration, Finance, Accounting, Public Administration, or related field, a minimum of ten (10) years executive level management experience, a minimum of five (5) years’ work experience in the gaming industry, or a combination of education and experience. This position requires licensure under the Bois Forte Band’s Gaming Ordinance by successfully clearing a criminal background check, drug & alcohol test, and the ability to be bonded. In addition, the position requires the following knowledge, experience, and competencies:
  • Fiduciary Experience—The Chief Executive Officer must have a minimum of five (5) years financial experience in budget management, cash management including cash flow projections, receivables, payables, credit management, and experience in dealing with vendors, and contracts. The CEO must have the ability to read and analyze financial statements, loan documents, audit reports etc., and have a strong understanding of finance, economics, generally accepted accounting principles, financial markets, banking, investing, analysis and reporting of financial data. Proven experience and abilities in financial forecasting is required.
  • Administration and Management Experience—The Chief Executive Officer must possess the knowledge and practical experience in business and management principles involved in strategic planning, resource allocation, human resources, leadership principles and techniques, directing and coordinating operational activities.
  • Strong Mathematical and Analytical Skills—The Chief Executive Officer must have strong knowledge and experience in statistics, financial analysis and interpretation, ability to break down information and data into separate parts to identify underlying principles, causes, reasons, or facts.
  • Written and Oral Communication Skills—The incumbent must know how to interpret the meaning of information to others by translating or explaining what the information means or how it can be used. The CEO must have the ability to communicate information effectively and appropriately to others in a non-threatening and professional manner. S/he must understand written documents and information and be able to present reports in a manner appropriate for the needs of the audience. The incumbent must possess effective public speaking and presentation skills and an ability to clearly write clear, concise reports, correspondence, press releases, internal directives, etc.
  • Complex Problem Solving—The CEO must be able to identify complex problems and research related information to develop and evaluate options and implement solutions.
  • Critical Thinking - The CEO must possess the ability to combine pieces of information to form conclusions, establish relationships, or identify patterns or trends that may impact business activities or financial performance.
  • Developing Objectives and Strategies—The incumbent must be able to establish long-range goals and objectives and specify strategies, actions, and timelines to achieve them for multiple businesses.
  • Responsibility for Outcomes—The CEO must be responsible for all outcomes of subordinate personnel and resulting work generated from all assigned departments.

Ability to drive with a valid driver’s license.
Ability to perform repetitive motion from use of a computer.
Ability to tolerate various scents, noises, and bright lights.
Preference:
It is the policy of the Bois Forte Band, pursuant to tribal and federal law, to give preference to qualified Native Americans in hiring, promotion, and departmental transfers. Preference will be extended to members of the Bois Forte Band, members of other federally recognized tribes and to status Natives born in Canada.
