Job description

The Position The Port of Portland is hiring a Facility Maintenance & Deicing Operations Manager. We are seeking an individual that would manage Port Aviation Facilities maintenance non-electrical activities including services, assets and systems critical to Airport day-to-day operations. This role would provide support and backup for all other PDX Maintenance teams under management including Electrical, Bag Handling, Revenue Control, etc.

Come join the team that keeps PDX looking and working the best in the country." Essential Job Duties Manage maintenance functions to address diverse requirements of Operations, Airlines, and Tenants

Manage oversight, direction, guidance, and mentoring to the Building Maintenance team, including 1 Maintenance Craft Planner III, and 16 Craft employees. Manage State Building, Fire Suppression and Fire Doors, Backflow Prevention, ADA, and Underground Storage Tank code compliance. Develop and implement work processes that meet all aspects of World Class Maintenance (WCM) and support the Aviation Business Plan.

Provide management and leadership including review and approval of work plan/schedules for all work of assigned group. Manage outside contractors performing work activities in support of the maintenance goals and objectives. Manage Aviation Deicing system operations and treatment plant at PDX and exercise independent judgement, technical skill, and expertise to ensure program complies with regulatory requirements.

Manage special assignments such as acting as team leader/IC during emergencies, provide technical expertise/guidance to Asset Management team on asset conditions/repair needs, etc. Evaluate approaches, processes and resources and develop recommendations and strategies to improve efficiency and effectiveness of deicing system operations. Develop and implement measures and metrics to track, document, and evaluate system performance.

Identify, track, and implement strategies for continual improvement of system operations. Represent the deicing operations program and manage relationships with internal and external stakeholders; federal, state and local regulatory agencies; industry groups; professional organizations; and tenants. Provide technical information to support high level compliance strategies, decision-making, planning, and communication with Port management.

Manage Deicing Operations Specialists. Set performance expectations and support individual development plans to motivate and support the professional growth of staff; monitor performance; provide timely and constructive feedback. Administer labor contract and Port/Maintenance policies/SOPs in a consistent, fair manner while maintaining working relationships with appropriate Union officials/stewards: perform HR functions required for area of responsibility including annual appraisals, bidding or filling positions, initiating disciplinary action, employment requisitions, etc.

Develop, monitor and approve expenditures against the annual operating budget and provide information to other departments that are supported by the Building Maintenance work group. Responsible for cost and contract management consistent with established budgets. Manage and direct maintenance emergency tactical team members; on call 24/7/365.

Minimum Qualifications Education and Experience: Bachelor's degree in Business, Operations Management, or Engineering (Civil or Mechanical) or related field. Eight (8)+ years of technical training in a skilled trade or maintenance function(s) with progressively increasing responsibility and experience within a large maintenance environment with Two (2)+ years managing multiple discipline work groups with responsibility for budget and labor issues along with experience in estimating/planning and a computerized maintenance management system. *An equivalent combination of education and relevant managerial experience may be considered as meeting the minimum qualifications for this position.

Licenses and/or Certifications: (Required) Valid Driver's License. (Required) Obtain/maintain PDX security badge with both Driver and Movement icons. (Preferred) Successfully complete Facility Management Profession (FMP) within two years from date of hire.

International Facility Management Association (IFMA). Demonstrated Skills (Advanced Level): Effective communication skills with multiple teams/departments. Ability to coordinate work among different groups and collaborating cross-departmental skills.

Problem solving abilities, including persuading, influencing, and resolving issues. Technical expertise in the specific discipline of the supervised work teams. Knowledge and understanding of labor negotiations.

Data interpretation and spreadsheet creation/analysis skills. Broad understanding of programs, operational requirements, and systems across multiple maintenance functions. Abilities & Competencies: Maintenance Management, Management Practices, and Mechanical Theory.

Building, Fire, Suppression & Fire Doors, Backflow Prevention, ADA, Underground Storage Tank Codes knowledge. Facility Insurance Requirements and Recommendations. Union contract administration (including intent and past practice).

Construction practices, maintenance approaches, maintenance materials, and maintenance control systems for an established range of maintenance functions. Wastewater permits; conveyance systems including pipes, pumps and valves. Spreadsheets, regulatory-reporting software, and supervisory control and data acquisition systems (SCADA).

Supplemental and Selection Information SELECTION PROCESS (tentative schedule): 1. A minimum qualification evaluation of education, training, and experience of submitted application packets will take place by Human Resources the week of September 7, 2026. 2.

A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials. 3. Our goal is to schedule virtual first round of interviews with candidates who successfully passed the SME evaluation on September 17, 2026.
