Job description

We are seeking an experienced and strategic Vice President of Program Management to lead cross-functional initiatives that drive organizational priorities, operational excellence, and business transformation. This executive leader will oversee enterprise-level programs and portfolios, ensuring alignment between business objectives, stakeholder expectations, delivery execution, financial performance, and long-term strategic goals.

The ideal candidate brings a combination of executive leadership, organizational influence, and program delivery expertise. This role requires the ability to operate effectively across business, technology, finance, and public-sector ecosystems while building strong relationships with executive leadership, clients, partners, and internal teams.

Key Responsibilities

  • Lead and oversee enterprise-wide programs, portfolios, and strategic initiatives from planning through execution and delivery.
  • Establish and drive program management standards, governance frameworks, operational processes, and performance metrics across the organization.
  • Partner with executive leadership to align programs with corporate strategy, business priorities, customer commitments, and operational objectives.
  • Direct cross-functional teams spanning operations, technology, finance, product, compliance, and client-facing organizations.
  • Ensure programs are delivered on time, within scope, within budget, and in alignment with quality and regulatory expectations.
  • Identify organizational risks, dependencies, resource constraints, and operational challenges while developing mitigation strategies.
  • Drive organizational transformation initiatives, process optimization efforts, and continuous improvement programs.
  • Manage prioritization, resource allocation, budgeting, forecasting, and executive reporting.
  • Build strong relationships with internal and external stakeholders, including executive leadership, customers, vendors, partners, and government entities when applicable.
  • Develop and mentor high-performing program management leaders and teams.
  • Foster a culture of accountability, transparency, collaboration, innovation, and operational excellence.
  • Support contract, compliance, audit, security, and regulatory initiatives as required within industry-specific environments.

Qualifications

  • Bachelor’s degree required; advanced degree preferred.
  • 10+ years of progressive leadership experience in program management, portfolio management, operations, business transformation, or related executive leadership roles.
  • Strong executive presence with the ability to influence stakeholders across all organizational levels.
  • Experience managing enterprise programs involving technology, operations, finance, compliance, and organizational change.
  • Strong understanding of governance models, risk management, budgeting, operational planning, and strategic execution.
  • Proven ability to lead within highly regulated, matrixed, or rapidly evolving environments.
  • Exceptional communication, leadership, problem-solving, and organizational skills.
  • Experience with Agile, Waterfall, hybrid delivery models, or enterprise PMO environments preferred.
  • PMP, PgMP, Agile, Lean, Six Sigma, or related certifications are a plus.
