Padcom Design And Construction Management

PADCOM is seeking experienced Construction Managers (Level I and Level II) to support the Los Angeles County Department of Public Works – Project Management Division III (PMD III).

This is a highly visible consulting role supporting Division leadership in strengthening construction management practices, mentoring staff, improving operational consistency, and enhancing project delivery across multiple infrastructure programs.

Candidates will work directly with PMD III Management, Section Heads, Unit Heads, Construction Managers, Project Controls, and Inspection teams.

Position Summary

The Construction Manager will provide strategic and operational support to the County's Construction Management and Inspection teams by improving consistency, strengthening construction management procedures, supporting staff development, and implementing best practices throughout PMD III.

The successful candidate will evaluate construction workflows, mentor construction management personnel, support operational improvements, facilitate portfolio reviews, and collaborate with County leadership to improve project delivery across multiple horizontal infrastructure projects.

Key Responsibilities

Construction Management Leadership

• Conduct structured onboarding sessions for newly assigned Construction Managers and Inspectors.
• Mentor County staff and consultant personnel on construction management best practices.
• Identify staff training needs and recommend professional development initiatives.
• Support staffing alignment, project assignments, and resource coordination.

Process Improvement

• Evaluate construction management workflows across multiple infrastructure sections.
• Identify operational inefficiencies and recommend process improvements.
• Develop standardized procedures, templates, checklists, and guidance documents.
• Recommend improvements that enhance project delivery consistency.
• Improve communication between County staff, consultants, project sponsors, and stakeholders.

Portfolio Management

• Lead recurring portfolio review meetings with Unit Heads and Project Controls.
• Review project schedules, budgets, risks, change management activities, and project milestones.
• Prepare executive dashboards, reports, and management briefings.
• Perform project data analysis for executive reporting.
• Identify recurring trends and continuous improvement opportunities.

Operational Support

• Provide objective recommendations regarding construction management best practices.
• Support procedural issue resolution between project teams and management.
• Conduct operational assessments and special assignments.
• Improve coordination between Project Managers, Construction Managers, Inspectors, and sponsor agencies.
• Facilitate project transition processes from design through construction closeout.

Minimum Qualifications

Construction Manager I

• Minimum 5 years managing horizontal infrastructure construction projects.

Construction Manager II

• Minimum 10 years managing horizontal infrastructure construction projects.

Both Levels Require

• Degree in Civil Engineering, Construction Management, Architecture, or closely related discipline.
• Professional License or Certified Construction Manager (CCM).
• Experience managing public agency infrastructure projects.
• Strong construction administration experience.
• Experience interpreting contract plans and specifications.
• Experience facilitating meetings with clients and project teams.
• Strong written and verbal communication skills.
• Ability to independently manage assignments.
• Experience maintaining project documentation, logs, and reports.
• Ability to coordinate multiple stakeholders.
