Job description

Bailey Information Technology, LLC
Foreign Disclosure Representative (FDR)
USARCENT Staff Augmentation - G2 (Intelligence) Directorate Positions Available 1 FTE Location USARCENT HQ, Bldg 1947 (Patton Hall), 1 Gabreski Drive, Shaw Air Force Base, SC 29152 Schedule Full-Time, 40 hrs/week (2,080 hrs/year). Core hours Mon-Fri, 0800-1630, 30-minute unpaid lunch (Eastern). Security Clearance SECRET minimum (TOP SECRET preferred) Employment Type Contract - contingent on BIT, LLC contract award (Ref. No. PANMC-26-P-0000048766) Mission Context
Supports USARCENT's coordination with regional partners by managing foreign disclosure of U.S. military information in accordance with National Disclosure Policy, enabling the command's partner-engagement and coalition-support mission.
Key Responsibilities
  • Review requests for disclosure of classified and controlled unclassified military information to foreign governments and international organizations.
  • Apply National Disclosure Policy (NDP-1) and applicable delegation of disclosure authority guidance to disclosure decisions.
  • Coordinate foreign disclosure determinations with G2, G-5 (Strategic Plans and Policy), and higher headquarters as required.
  • Maintain foreign disclosure case files and tracking logs.
  • Advise staff sections on foreign disclosure policy and procedures for coalition/partner engagements.
Note: The Government's solicitation does not itemize detailed day-to-day tasks for this labor category (confirmed via FAQ: the Government will not provide detailed education, experience, certification, or specialized-skill requirements per labor category). The duties above reflect standard industry expectations for this role combined with the PWS's stated mission and functional-support narrative for G2 (Intelligence).
Required Qualifications
  • Prior experience in foreign disclosure, international policy, or security cooperation within a military or DoD setting.
  • Working knowledge of National Disclosure Policy and classification/disclosure marking requirements.
  • Strong judgment and attention to detail in applying disclosure policy to real-world requests.
  • SECRET clearance required at minimum; candidates with an active or eligible TS/SCI are preferred.
Security & Compliance Requirements (per PWS)
  • SECRET is the minimum acceptable clearance; TOP SECRET is preferred. An interim TS/SCI IS acceptable for this position specifically (the only G2 position with interim flexibility).
  • Must be a U.S. Citizen (contractor personnel performing work under this contract shall be U.S. citizens unless AR 25-2 provisions are fully completed and the Government grants approval for a non-U.S. citizen).
  • Must be able to read, write, speak, and understand English sufficiently to communicate effectively, in person and electronically, with co-workers, customers, and the public.
  • Must obtain a DoD Common Access Card (CAC) within 10 workdays of contract award commencement; CAC issuance requires, at minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or higher per Army Directive 2014-05.
  • May NOT begin substantive work while CAC or system access is pending - this is a hard gate under this contract.
  • Must complete Anti-Terrorism (AT) Level I awareness training within 30 calendar days of commencing performance.
  • Must complete iWATCH training within 30 calendar days of contract award (new employees: within 10 calendar days of start, reported within 15 calendar days).
  • Must register in the Army Training and Certification Tracking System (ATCTS) and complete DoD Information Assurance Awareness training prior to accessing Government information systems, and annually thereafter.
  • Must maintain a professional appearance and conduct standard at all times (business casual or formal attire per USARCENT Headquarters Dress Code Policy); may not perform work under the influence of alcohol, illegal drugs, or other incapacitating agents.
  • This is a non-personal-services position: the employee is accountable to the Contractor, not directly supervised by the Government.
