Summary
National Defense University (NDU) supports the joint warfighter by providing rigorous Joint Professional Military Education to members of the U.S. Armed Forces and select others in order to develop leaders who have the ability to operate and creatively think in an unpredictable and complex world.
This is a Title 10 Excepted Service Appointment. Appointment is not to exceed 2 years with the possibility for extension.

Duties

1. Provides senior executive leadership and strategic direction for all aspects of the National Intelligence College (NIC), the Department of War's premier senior national security educational institution focused on the intelligence domain to educate the leaders from the U.S. military, USG interagency, and international partner. Directs organizational performance, institutional effectiveness and the Colleges long term development to ensure continued academic excellence and mission success.
2. Develops and leads the implementation of the NIC strategic plan and continuous improvement initiatives. Establish and executes a long-term strategic vision that positions the College to anticipate emerging national security challenges, evolving workforce requirements, and future intelligence missions.
3. Oversees and advances NIC's graduate and certificate programs, including responsibility for academic operations, classroom and office facilities, and collaboration with NDU components and colleges. Builds and sustains strategic partnerships with U.S. Government agencies, the private sector, international partners and allies, and other DoW educational institutions and universities. Prepares IC strategic leaders to achieve the institutional learning outcomes in communication, critical thinking, ethical reasoning, engagement, expertise, and research.
4. Exercises overall direction and management of all civilian and military positions assigned to the College. Establishes processes to ensure effective coordination with the NDU staff and academic components. Plans, programs and oversees the College's education and training activities; establishing short/long-range goals, policies and procedures; assigning responsibilities; monitors organizational performance; and resolves complex issues affecting mission execution.
5. Serves as principal representative of the NIC and engages regularly with the NDU President, Provost, counterpart Chancellors, Commandants, and other experts, leaders and stakeholders across NDU, Joint Staff, Intelligence Community, and senior Department of War officials on educational strategy, workforce development, and emerging intelligence requirements. Maintains strategic relationships with high-ranking visitors, foreign dignitaries, and senior government officials, as well as industry leaders, civilian academic institutions, and professional associations

• Must be able and willing to travel both domestically and internationally. Travel is seldom required. Less than 20 % of the time.
• This is a Special Sensitive position which requires a background investigation. The individual selected for this position is required to obtain and maintain a Top Secret clearance with SCI access security determination.
• Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.

Qualifications
Required Qualifications:

• Applicants must possess a master's degree (a Doctorate or other terminal or professional degree is preferred) from a regionally accredited institution of higher education (or international equivalent and demonstrate the following: the following knowledge, skills, and abilities:
  
  • Executive leadership experience leading a complex organization or institution, with responsibility for strategic planning, enterprise performance, organizational transformation, workforce development, and resource management achieving enterprise-level objectives.
  • A proven record of developing and implementing strategic initiatives, lead organizational change, manage enterprise risk, and achieve measurable organizational results in complex operating environment.
  • Demonstrated ability to lead through change, manage organizational risk, build consensus and achieve results across complex stakeholder environments. This includes building strategic partnerships.

Desired Qualifications

• While not required, exceptional candidates will provide demonstrated evidence of one or more of the following:
  
  • Working with or supporting the Intelligence Community, national security enterprise, or related mission areas is highly desirable.
  • Planning and executing strategic management of information, resources, and budgets in support of mission and organizational goals.
  • Leading strategic organizational transformation, innovation initiatives, or enterprise modernization efforts.
  • Overseeing graduate education, professional military education, executive education, or workforce development programs.
  • Building interagency, international, academic, or industry partnerships that advanced strategic objectives.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education Requirement: An earned Master's Degree in an appropriate field is required from an accredited institution of higher education or international equivalent. An earned Doctorate or equivalent terminal or professional degree in an appropriate discipline is preferred.
Official Transcripts: Official transcripts are not required at the time of application; however, if the position has a positive degree requirement, qualifying based on education alone or in combination with experience, transcripts must be verified PRIOR to appointment, if selected for the role.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in a conventional U.S. education program. It is your responsibility to provide such evidence PRIOR to appointment.

• • Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evaluation upon request. Failure to provide such documentation when requested will result in lost consideration.

Background or Security Investigation: This is a Special Sensitive position which requires a background investigation. The individual selected for this position is required to obtain and maintain a Top Secret clearance with SCI access security determination to occupy a Special Sensitive position within the agency as a condition of employment.
Accepting this position, you may be required to serve an 18 month probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest.
Supervisory Probationary Period: You will be required to serve an supervisory probationary period of 18 months if one has not already been completed.

The National Defense University (NDU) is the senior Department of War institution for professional development in national security strategy and national security policy. As one of NDU's six graduate colleges, the National Intelligence College (NIC) prepares and educates selected military officers, interagency civilians, and international students to function successfully in a dynamic and increasingly complex global security environment.
