Summary
You will serve a Lead Program Analyst in the Resource Management Division within the Science Mission Directorate (SMD) at NASA Headquarters. As the Lead Program Analyst you will manage the budget of one of SMD's science divisions and lead a team of program analysts in the formulation, justification and execution of the budget.

Duties
Help

• Serve as Lead Program Analyst for one of the five science divisions of the Science Mission Directorate (SMD); manage the SMD division budget and lead a team of program analysts in the formulation, justification and execution of the budget.
• Assess project requirements, estimate current fiscal year costs, and recommend budget changes as necessary to optimize financial performance and comply with appropriations direction.
• Make recommendations for solutions to complex problems or issues that affect the division budget.
• Ensure effective communication with division leadership and interact regularly with engineers and scientists. Manage the annual budget formulation process and prepare budget advocacy materials for assigned division.
• Manage the assignment of functions within the team to ensure achievement of SMD financial metrics and the accurate and timely completion of tasks.
• Provide necessary training and mentoring to team members.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:

• Preparing and justifying the budget of a portfolio of projects, without oversight, including managing budget data and compiling reports for a large organization;
• Planning, administering, and monitoring expenditures to ensure cost-effective support of programs and assessing financial condition of a large organization;
• Collaborating cross-organizationally to reach established program goals.

Qualified NASA term employees who have term conversion eligibility (Term Appointments | NASA) under the NASA Flexibility Act of 2004 will be referred and considered equally with other NASA permanent employees under internal competitive placement procedures.

Probationary Period
You may be required to serve a one-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest. If selected, the requirement to serve such period will be determined by Title 5 of the Code of Federal Regulations, Part 11.
