Assistant To Executive Director/HR Director

Human Services of Faribault & Martin Counties seeks a full-time (40 hours a week) Assistant to Executive Director/HR Director position. This position is located in Fairmont. Full salary range is $28.88-$53.86/hour. Provides direction, interpretation and advice to leadership and/or employees on human resource and employee relations issues, policies, procedures, compliance issues, laws, rules, and/or guidelines. Serves as an active participant on the agency management team in developing an agency course of action, formulating and recommending sound plans, policies and strategies. The HSFMC comprehensive benefit package includes health insurance (including option for high-deductible health plan) with employer sharing in cost, employer-paid $20,000 term life insurance, earned sick and safe time, generous paid leave policy, and 11 paid holidays each year. As a public employer, we provide a defined benefit annuity through PERA (employer contributes 6.5% plus 1%; employee contributes 6.5%). Employees have options for employee-paid dental, vision, accident, critical care insurance, and additional life insurance. Employees can contribute pre-tax to health savings account (per qualifications), pre-tax flexible spending accounts, short and long-term disability insurance, and Section 457 deferred compensation plans (Corebridge and Nationwide). Office Hours are 8:00 a.m. to 5:00 p.m. Monday – Thursday, 8:00 a.m. to 4:00 p.m. Friday; flexible work hours can often be accommodated to balance family and personal life. Provides consultation and guidance to supervisors and managers on employee relations matters, including performance management, disciplinary actions, workplace conflict, and interpretation of personnel policies and labor agreements.

Leads and coordinates the recruitment and selection processes.

Leads workplace investigations related to employee complaints, policy violations, and misconduct, gathers and analyzes information, documents findings, and makes recommendations for resolution.

Administers and supports classification and compensation activities, including job analysis, position evaluations, and market comparisons to ensure internal equity and external competitiveness.

Administers and coordinates employee benefit and leave programs, including health and retirement plans and legally mandated leaves.

Develops, coordinates, and delivers training programs for employees and supervisors on topics such as policies and procedures, respectful workplace practices, performance management, and legal compliance.

Interprets and ensures compliance with federal, state, and local employment laws, county policies, and collective bargaining agreements; assists in policy development and implementation.

Serves as an active participant on the agency management team in developing an agency course of action, formulating and recommending sound plans, policies and strategies.

Special projects as requested.

Bachelor's degree from an accredited college or university in Human Resources Management, Business Administration, or Public Administration or closely related field and four years of progressively responsible human resources experience. Note: Experience can be substituted for education on a year-for-year basis.
