ABOUT THE SECTION

MTC's Funding Policy and Programs (FPP) section supports the Commission in directing federal, state, and regional funds for transportation projects, programs, and services throughout the region. FPP staff develop policy and programming recommendations for investing these funds in shared local and regional priorities, advancing a common vision of a connected, equitable, and sustainable Bay Area. In collaboration with internal and external partners, FPP staff ensure transparent, accountable, and effective management of public resources. The Section also provides financial oversight, funding policy expertise, and technical assistance to help ensure that transportation investments are implemented efficiently, comply with applicable requirements, and deliver meaningful benefits to the region's residents and communities.

ABOUT THE ROLE

The Transit Operating Allocations Coordinator position plays a key role in maintaining and improving public transit service in the Bay Area by administering funds for operations and capital projects. These funding programs are derived from various sources, including statewide sales tax revenue from the Transportation Development Act (TDA), statewide diesel tax and vehicle registration fee revenue from State Transit Assistance (STA), and regional bridge toll revenue from Regional Measure 2 and 3 (RM2 and RM3).The Coordinator works closely with transit agencies, MTC staff, and partner organizations to develop funding recommendations, administer allocations, monitor revenues and expenditures, ensure compliance with appliable laws and policies, and support the effective delivery of transit service throughout the region.

The Metropolitan Transportation Commission (MTC) is the transportation planning, financing, and coordinating agency for the nine-county San Francisco Bay Area. MTC is the federally designated Metropolitan Planning Organization (MPO) and the state designated Regional Transportation Planning Agency (RTPA) for the nine-county San Francisco Bay Area. KNOWLEDGE, SKILLS, AND ABILITIES

• Familiarity with the San Francisco Bay Area transit network, including knowledge of operators 
• Ability to analyze data and form recommendations for policies, processes, and funding decisions
• Ability to manage multiple programs with attention to accuracy in work products and communication with involved stakeholders
• Ability to work effectively with others and as part of a team, and develop and maintain strong working relationships with internal staff as well as key staff at various external agencies
• Manage multiple critical tasks with competing priorities and/or deadlines
• Communicate clearly and effectively, both orally and in writing
• Expert skills with Microsoft Office suite, especially Excel

MINIMUM QUALIFICATIONS

Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities listed. A typical way to obtain the required qualifications would be:

Planner/Analyst II: Equivalent to a bachelor's degree from an accredited college or university with major coursework in planning, civil engineering, environmental science, communications, business or public administration, or a related field and two (2) years of increasingly responsible professional level experience in a field related to assigned area of responsibility.

Planner/Analyst III: Equivalent to a bachelor's degree from an accredited college or university with major coursework in planning, civil engineering, environmental science, communications, business or public administration, or a related field and five (5) years of increasingly responsible professional experience in a field related to assigned area of responsibility.

Specific assignments will include, but are not limited to, the following:

• In coordination with the Finance Section and project sponsors, administer and oversee the allocation of TDA, STA, and RM2/3 funds to support transit operations and capital projects. 
• Review and approve invoices, monitor and adjust disbursements, and reconcile revenue and allocations.
• Review and compile financial and performance data from operators, assess and report on compliance, and direct and support third-party audits.
• Oversee process improvements to the allocation process, including suggesting improvements for procedures involving multiple MTC teams and assessing the potential for utilizing new tools and technologies.
• Analyze financial and operational data related to transit operations in the Bay Area and translate findings into tables, charts, presentations, and memos.
• Represent MTC at meetings, review written reports and memoranda prepared by project staff and make presentations before MTC committees, executive staff, and other agencies.
• Perform other job-related duties as needed or assigned by the section.
