Position Summary
This is a full-time, grant-funded, term-limited position anticipated to last 24 months, with continuation dependent upon available funding.

The AttainmentNC Workforce Collaborative Project Manager serves as the primary coordinator for expanding and sustaining pre-apprenticeships, apprenticeships, internships, and work-based learning opportunities across Martin Community College (MCC) and Roanoke-Chowan Community College (RCCC). The project manager functions as a regional connector between the colleges, business and industry partners, K-12 education, and local and county leadership.
This role is responsible for aligning employer-driven workforce pathways with academic programs, revising and maintaining strong advisory councils, and ensuring that work-based learning opportunities are structured, equitable, and responsive to regional labor-market needs. The Project Manager acts as a trusted intermediary and neutral convener, helping both colleges strengthen employer partnerships and create clear pathways from education to employment.
The Project Manager's primary duty station is the Bertie Campus in Windsor, North Carolina. Frequent and routine travel within Bertie County, as well as to Martin Community College and Roanoke-Chowan Community College campuses, is expected.
The Project Manager works collaboratively with both MCC and RCCC and is a direct employee of Martin Community College, reporting to the MCC Vice President of Strategic Initiatives.
Essential Duties and Responsibilities
Employer Engagement & Workforce Pathway Development
- Identify, recruit, and sustain business and industry partners to support pre-apprenticeships, registered apprenticeships, internships, clinicals, job shadowing, and other work-based learning experiences.
- Collaborate with MCC and RCCC faculty and administrators to align programs with current and emerging workforce needs.
- Facilitate employer involvement in pathway design, skill validation, curriculum alignment, and student placement.
- Serve as a primary point of contact for employers engaged with MCC and RCCC workforce pathways.
Pre-Apprenticeships, Apprenticeships & Work-Based Learning
- Support the development, implementation, and scaling of pre-apprenticeship and apprenticeship programs in partnership with employers and community stakeholders.
- Coordinate structured internship, externship, and work-based learning opportunities for students at both colleges.
- Assist employers and colleges in navigating and completing requirements, best practices, and documentation related to work-based learning and apprenticeship models.
- Promote access to work-based learning opportunities for students and untapped talent populations, including high school students, adult learners, and incumbent workers.
Advisory Council Development & Maintenance
- Assist MCC and RCCC in revising, strengthening, and maintaining program advisory councils to ensure compliance, relevance, and meaningful employer engagement.
- Support the development of clear advisory council roles, expectations, meeting schedules, and documentation.
- Facilitate advisory council meetings as needed and ensure input is translated into actionable program improvements.
- Ensure advisory councils reflect regional industry representation and workforce priorities.
K-12 & Community Partnerships
- Work closely with Bertie County Schools to align career pathways, dual enrollment, and early work-based learning opportunities.
- Support career awareness, career exploration, and employer-connected learning activities for middle and high school students.
- Collaborate with economic development, workforce boards, and community organizations to align efforts and avoid duplication.
Cross-College & Regional Coordination
- Serve as a liaison between Martin Community College and Roanoke-Chowan Community College to ensure coordinated, consistent approaches to employer engagement and workforce pathways.
- Support joint employer outreach when appropriate to maximize efficiency and regional impact.
- Communicate regularly with college leadership, faculty, and staff at both institutions to ensure alignment and shared progress.
Data, Reporting & Continuous Improvement
- Track and report key outcomes such as employer partnerships, advisory council engagement, work-based learning placements, and pathway development milestones.
- Maintain documentation required for grant compliance and institutional reporting.
- Identify challenges early and recommend continuous improvement strategies to strengthen outcomes and sustainability.

Education/Experience Qualifications
Required:
- Bachelor's degree required in education, workforce development, business, public administration, or a related field from a regionally accredited institution.
- Demonstrated experience in workforce development, employer engagement, education to career pathways, or economic development.
- Proven ability to manage cross sector partnerships involving employers, education, and community stakeholders.
- Excellent communication, facilitation, and organizational skills.
- Ability to work effectively and efficiently with limited daily supervision.
- Master's degree in education, workforce development, business, public administration, or a related field from a regionally accredited institution.
- Strong knowledge of or experience with community colleges and/or K 12 systems preferred.
- Familiarity with pre apprenticeships, apprenticeships, work based learning, or employer connected education models.
- Experience working in rural or regional workforce environments.
- Knowledge of North Carolina workforce, education, and economic development systems.
- Possession and ability to maintain a valid driver's license and operate a motor vehicle.
- Ability to travel locally within the service region.
