Job description

Position Overview

The Records Management Specialist (Mid-Level) will provide comprehensive records management, Freedom of Information Act (FOIA), and Privacy Act (PA) support to the National Indian Gaming Commission. This individual will oversee the flow of information requests, manage records management systems on Microsoft 365 and Salesforce platforms, and ensure all activities comply with Federal legal and privacy requirements. The position requires a minimum of 8 years of experience and a Public Trust clearance. Work is performed primarily on-site at NIGC Headquarters in Washington, DC.

Contract Type: Labor-Hour (LH) - 1,920 Hours/Year

Period of Performance: Base Year + Four (4) Option Years - May 1, 2026

Work Schedule: Monday through Friday, 8:00 AM to 5:00 PM

Responsibilities

Perform records management activities in accordance with Federal government privacy and legal requirements.

Assist in the development of analyses and reports associated with the Freedom of Information Act (FOIA) and Privacy Act (PA) processes.

Manage the flow of FOIA and PA correspondence and requests; establish processes to provide prompt, accurate, and compliant responses to requestors.

Perform technical tasks involved in maintaining the Salesforce Customer Relationship Management (CRM) system used for records and request tracking.

Participate in the development of information management policies and governance frameworks for Microsoft 365 and Salesforce platforms.

Manage SharePoint sites, including content architecture, permissions, and governance.

Create and execute PowerShell scripts to generate reports and perform records management tasks.

Compile data for reports, transcribe records, and maintain updated indexes and tracking documentation.

Ensure all work products are proofread and free of errors, omissions, and inconsistencies prior to submission.

Support compliance with NARA (National Archives and Records Administration) regulations and NIGC-specific records retention schedules.

Required Skills & Technologies

Freedom of Information Act (FOIA) and Privacy Act (PA) administration and case management

Salesforce CRM platform configuration, maintenance, and reporting

Microsoft 365 platform SharePoint Online, Teams, OneDrive, and compliance tools

SharePoint Online administration, site management, and permissions governance

PowerShell scripting for reporting and records automation tasks

Federal records management regulations and NARA guidance

Microsoft Purview or equivalent information governance tools

Document management, indexing, and lifecycle management practices

Required Qualifications

8+ years of continuous experience in records management, FOIA administration, or information management within a federal government context

Demonstrated experience processing FOIA and Privacy Act requests in a federal agency setting

Strong knowledge of Federal records management laws, regulations, and best practices

Experience administering Microsoft 365 platforms with a focus on records governance

Proficiency in Salesforce CRM and SharePoint Online administration

Ability to work on-site with minimal supervision

Active or ability to obtain a Public Trust clearance

Must sign a Non-Disclosure Agreement (NDA) and adhere to NIGC Rules of Behavior

Must obtain a PIV Card issued by the Government

Microsoft 365 Certified: Fundamentals (MS-900) or Information Protection Administrator (SC-400)
