Summary The Director is appointed by and serves under the direction of the Lubbock County Board of Judges and is responsible for the executive leadership, administration, and overall operation of the Lubbock-Crosby County Community Supervision and Corrections Department (CSCD). The Director plans, directs, administers, and evaluates community supervision programs, services, personnel, fiscal operations, and organizational initiatives in accordance with applicable federal and state law, Texas Department of Criminal Justice - Community Justice Assistance Division (TDCJ-CJAD) standards, and the policies and direction of the Lubbock County Board of Judges. The Director provides strategic and operational leadership for the Department; ensures the effective and responsible use of personnel and financial resources; oversees compliance, program development, performance measurement, and organizational improvement; establishes and maintains relationships with the judiciary, governmental entities, criminal justice partners, treatment and service providers, and community organizations; and appoints and directs personnel necessary to carry out the functions of the Department in accordance with applicable law and policy.
Essential Duties Provides executive leadership and overall management of the Lubbock-Crosby County Community Supervision and Corrections Department and ensures programs and services are administered in accordance with applicable law, TDCJ-CJAD standards, and the philosophy, policies, and direction of the Lubbock County Board of Judges. Ensures compliance with applicable federal and state laws, rules, regulations, standards, grant requirements, Department policies, and other governing requirements. Develops and implements short- and long-term strategic and operational plans and continually evaluates the Department's performance in meeting its mission, goals, and objectives.
Oversees the development, implementation, evaluation, and continuous improvement of community supervision programs, treatment initiatives, intervention strategies, and other departmental services, including the use of evidence-based practices and performance measures. Appoints, supervises, directs, develops, and evaluates Department personnel and oversees personnel administration, including recruitment, hiring, performance management, compensation recommendations, disciplinary actions, and other personnel matters. Provides leadership and direction to administrative, supervisory, professional, and support staff and promotes employee development through appropriate training, continuing education, certification, and professional development opportunities.
Develops, administers, and monitors the Department's annual operating budgets and financial resources and ensures responsible fiscal management and appropriate internal controls. Oversees purchasing, payroll authorization, accounts payable, expenditures, contracts, and other financial and administrative activities in accordance with applicable requirements and established authority. Oversees grant development, administration, compliance, performance reporting, and fiscal accountability for grant-funded programs and initiatives.
Analyzes operational, financial, caseload, workload, and performance data to evaluate Department operations, identify trends and needs, and support informed decision-making. Develops, implements, and maintains Department policies and procedures and evaluates operational practices to improve organizational effectiveness, accountability, and service delivery. Monitors legislative, regulatory, technological, and criminal justice developments affecting community supervision and develops appropriate recommendations, policies, and operational responses.
Establishes and maintains effective working relationships with the judiciary, county leadership, state and local agencies, law enforcement, prosecutors, defense attorneys, treatment and service providers, community organizations, and other criminal justice partners. Represents the Department before the Lubbock County Board of Judges and provides information and recommendations regarding Department operations, performance, fiscal matters, programs, compliance, personnel, and other matters requiring judicial oversight or action. Represents the Department on local, regional, and state boards, committees, councils, task forces, and other organizations concerning community supervision and criminal justice.
Performs other duties and responsibilities as directed by the Lubbock County Board of Judges and as required by applicable law. Position Requirements Must meet the minimum standards for Community Supervision Officers in the State of Texas, as established by Texas Government Code, Chapter 76, Section 76.005. Must possess progressively responsible experience in community supervision, criminal justice administration, or a closely related field, including demonstrated experience in organizational leadership, program administration, personnel management, and fiscal management
A minimum of five (5) years of management or senior-level administrative experience within a Community Supervision and Corrections Department or comparable criminal justice agency is preferred. Must possess comprehensive knowledge of the purposes, principles, operations, policies, programs, and regulatory requirements applicable to community supervision and corrections in Texas. Must possess knowledge of applicable federal, state, and local laws, rules, regulations, and standards relating to community supervision operations, employment practices, equal employment opportunity, workplace safety, fiscal administration, and public-sector management.
Must demonstrate executive-level leadership, sound judgment, integrity, professionalism, diplomacy, and the ability to effectively manage complex organizational, personnel, fiscal, and operational matters. Must possess strong written and verbal communication skills and the ability to effectively communicate with the Lubbock County Board of Judges, elected and appointed officials, employees, governmental agencies, criminal justice partners, service providers, and members of the public. Must be proficient in the use of computers, electronic information systems, and standard business software necessary to perform the duties of the position.
Must possess a valid Texas driver's license and maintain automobile liability insurance as required by Texas law. Must have access to reliable transportation and a telephone or other reliable means of communication. Employment is subject to applicable criminal history and background requirements.
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS: Work is performed primarily indoors in a professional office environment with a moderate noise level. Physical requirements include regularly sitting, standing, and walking; occasionally bending, kneeling, reaching, pushing, and pulling; and occasionally lifting and carrying files, equipment, supplies, and other materials weighing up to 20 pounds. Requires visual acuity, hearing, manual dexterity, and other physical abilities necessary to perform the essential functions of the position.
The position requires travel to attend meetings, conferences, training, and other work-related activities at various locations.
