Job description

Summary
This position is located in the U.S Department of Labor (DOL), Veterans' Employment and Training Service (VETS), Office of Research and Policy (ORP).
This position is inside the bargaining unit.

Duties
Help
For the GS-12 Policy Analyst the duties include:
  • Coordinate and/or develops new program objectives and legislative and regulatory initiatives to facilitate the achievement of VETS goals and objectives.
  • Develop new programs and/or policies to assist national and regional offices in addressing reoccurring problems related to the administration and enforcement of laws under VETS' purview.
  • Review and analyze statutes and executive orders to provide guidance to the agency concerning the implementation of new program assignments and develops implementing regulations.
  • Develop policy recommendations based on research studies, administration, and legislative priorities, and DOL priorities for consideration by key agency officials.
  • Work with leadership and program staff to develop and formulate interpretations and policies regarding the application of statutes administered and enforced by VETS.

Qualifications
You must meet the Specialized Experience to qualify for Policy Analyst, as described below.
For GS-12: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-11 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Specialized experience must include at least three of the following:
  • Experience analyzing legislation, policies, and executive orders affecting agency programs and formulating interpretations.
  • Experience developing and formulating policies regarding the application of statutes administered by an agency.
  • Experience conducting research and preparing policy recommendations and briefings.
  • Experience participating in planning meetings with high-level officials to develop goals, strategies, and implementing regulations.

A writing sample may be required at time of interview.

This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
