This position follows a hybrid work model. Onsite presence will berequiredwhen business or operational needs are best supported in person, such as collaboration, training, or work that requires access to onsite resources.Occasional evening and/or weekend work, overnight travel, and in-state travel may be necessary. A driver's license, an acceptable driving record, a personal vehicle, or an alternative means of transportation arerequiredfor this position.Employees approved to work remotely must have a reliable and secure internet connection andmaintaina professional work environment that supports productivity. While working remotely, employees are expected tomaintainthe same level of performance, responsiveness, communication, and availability as they wouldinthe office.

What you will do!

You will provide statewide leadership, coordination, and support to improve outcomes for multilingual learners by implementing and aligning the English Learner Outcomes Program, Title III programs under the Elementary and Secondary Education Act, and other multilingual learner initiatives. A core function of this position is to deliver coaching and technicalassistanceto school districts and education service districts to support the implementation of evidence-based instructional practices and progressive interventions that advanceequitableoutcomes and the goals of Oregon's Multilingual Learner Strategic Plan. This position contributes to the development and alignment of statewide strategies for multilingual education, supports the administration of grants and contracts, collaborates across state and federal programs to ensure coherent systems of support and compliance, and serves as a key point of contact and subject matter expert for districts, partners, and the public.
You will have the opportunity to collaborate with colleagues across ODE, districts throughout the state, and community partners to advance educational equity for multilingual learners while working with a highly collaborative team committed to realizing Oregon's vision of multilingualism, biliteracy, and educational excellence for all students.
Typical duties include:

  • Provide technicalassistanceand professional learning to educators and administrators on the effective use of state and federal funds to advance priority strategies for multilingual learners as outlined in the Multilingual Learner Strategic Plan.

  • Develop anddisseminateguidance, tools, and resources to support implementation of evidence-based instructional practices that are culturally and linguistically responsive and reflect the strengths and needs of students, families, and communities.

  • Coordinate and support alignment of Title III English learner programs, the English Learner Outcomes Program, and related statewide initiatives, including accountability and literacy efforts.

  • Plan and conduct monitoring activities, including on-site and virtual visits, to evaluate program implementation and compliance with applicable laws and policies.

Minimum Qualifications (Required)

Master's degree in Educationor related field from an accredited college or university and five years of education experience in the specialty area under recruitment (e.g., classroom teacher,counselor, itinerant service provider), two years of which includes leadership experience (e.g., lead teacher, program coordinator or director, school administrator) in the specialty area under recruitment.
A Doctorate in Education or related field from an accredited university may substitute for two years of the education experience, but not for the two years of leadership experience.
An Oregon Standard Administrative License (issued by Oregon Teacher Standards and Practices Commission) may substitute for the two years of leadership experience.
Preferred Skills &Knowledge(Desired Attributes)

  • Multilingual/English Learner Program Experience:Demonstratedexperience designing, implementing, monitoring, and leading programs and services for multilingual learnersdesignatedas English learners, including knowledge of English language development, English languageproficiencystandards, and ensuring access to grade-level core content and educational opportunities.

  • Dual Language and Bilingual Education Experience:Demonstratedexperience with dual language, bilingual education, and heritage language programs, including program design, implementation, evaluation, and evidence-based strategies that promote bilingualism, biliteracy, equity, and academic achievement.

  • Continuous Improvement, Technical Assistance, and Collaborative Partnership:Experience partnering with district and school leaders, educators, tribal partners, multilingual students and families, community organizations, and government agencies toanalyzedata, identify root causes, develop and implement evidence-based continuous improvement strategies, and provide technical assistance and coaching that improve outcomes for multilingual learners whilehonoringand leveraging students' cultural and linguistic assets.

  • Federal Program Administration:Experience administering and/or supporting federal education programs, including Title III, withexpertisein federal program requirements, civil rights obligations, grant administration, and compliance monitoring.

  • K-12 Leadership Experience:Leadership experience in K-12 district and school systems, including curriculum and instruction, budgeting, and resource allocation.

  • Statewide Leadership and Policy Implementation:Experience interpreting and implementing state or federal education policies, translating requirements into actionable guidance, and supporting implementation across multiple districts, programs, or educational systems.
