Job description

POSITION SUMMARY

A fuel transportation company operating across California and neighboring states is seeking an experienced HSSE Compliance Manager – Hazmat to lead all safety, hazardous materials, and regulatory compliance functions.

This role is the organization’s primary authority on DOT, FMCSA, EPA, OSHA, CalOSHA, CARB, and PHMSA compliance. The HSSE Manager will oversee driver safety programs, hazmat compliance, spill response, vehicle/tank regulatory requirements, and the development of a strong safety culture across all operations.

This position requires a decisive, highly knowledgeable compliance leader capable of operating independently, making rapid decisions under pressure, and holding all levels of the organization accountable to safety standards.

KEY RESPONSIBILITIES

1. Regulatory Compliance & Agency Interface

  • Maintain expert-level knowledge of all regulations governing petroleum fuel transportation, including 49 CFR Parts 100–199, FMCSA, EPA, OSHA 29 CFR, CalOSHA Title 8, and CARB ATCM requirements.
  • Serve as the primary point of contact for DOT, FMCSA, EPA, OSHA, CalOSHA, CARB, and local agencies.
  • Prepare and maintain all required filings (MCS‐150, BOC‐3, USDOT updates, state operating authority).
  • Monitor regulatory changes and update internal policies, SOPs, and training programs.
  • Maintain a satisfactory DOT safety rating and proactively manage CSA BASIC scores.
  • Lead corrective action plans for any regulatory findings or violations.

2. Hazardous Materials Compliance

  • Ensure full compliance with 49 CFR Parts 171–180 for gasoline, diesel, biodiesel, jet fuel, ethanol, and other petroleum products.
  • Maintain accurate hazmat shipping papers, placarding, and emergency response documentation.
  • Verify all drivers maintain valid Hazmat endorsements and current hazmat training.
  • Conduct hazmat audits at terminals, yards, and active loads; correct deficiencies immediately.
  • Serve as the on‐call escalation contact for spills, leaks, cross‐contamination, or product releases.
  • Coordinate with CHEMTREC, NRC, and emergency response agencies.
  • Complete all required spill reporting within mandated timeframes.
  • Document incidents, root cause analyses, and corrective actions.

3. Driver Safety, HOS & ELD Oversight

  • Oversee the Hours of Service (HOS) compliance program; review ELD data daily.
  • Investigate all HOS violations and determine root cause (driver vs. dispatch).
  • Manage the company’s ELD platform and ensure full compliance with 49 CFR Part 395.
  • Conduct driver safety meetings, coaching sessions, and road observations.
  • Review DVIRs and ensure all defects are repaired and documented.
  • Lead accident investigations and near‐miss reviews within 24 hours.

4. Vehicle, Tank & Equipment Compliance

  • Oversee fleet inspection and maintenance programs to meet FMCSA out‐of‐service criteria.
  • Manage the 90‐Day BIT program for all tanker trailers.
  • Ensure vapor recovery systems meet CARB requirements.
  • Oversee annual tank certifications and pressure tests.
  • Maintain accurate OOS tracking for all trucks and trailers.
  • Conduct periodic yard inspections across all terminal locations.

5. Safety Programs, Training & Culture Development

  • Develop and maintain the company’s Safety Management Program.
  • Deliver training on hazmat transport, emergency response, HOS/ELD, defensive driving, spill prevention, fatigue management, and product handling.
  • Maintain training records per FMCSA retention requirements.
  • Oversee new driver safety orientation; no driver operates independently without completion.
  • Partner with operations to maintain a “Train the Trainer” program.
  • Promote a safety‐first culture across all departments.

6. Driver Qualification & DOT Drug & Alcohol Program

  • Maintain all Driver Qualification files per 49 CFR Part 391.
  • Conduct annual MVR reviews and address disqualifying violations.
  • Manage the DOT Drug & Alcohol program under 49 CFR Part 382 and Part 40.
  • Conduct reasonable suspicion determinations and remove drivers from service when required.
  • Ensure all supervisors complete required reasonable suspicion training.

7. Incident Investigation & Reporting

  • Lead investigations for accidents, spills, contamination events, near‐misses, and regulatory violations.
  • Produce written incident reports including root cause, corrective actions, and timelines.
  • Manage all regulatory reporting: EPA spill notifications, PHMSA hazmat reports, OSHA logs, FMCSA accident register.
  • Present monthly safety performance reports to senior leadership.
  • Review and resolve fitness‐for‐duty concerns.

MINIMUM QUALIFICATIONS

Education & Certifications

  • Bachelor’s degree in Transportation, Logistics, Safety Management, or related field OR equivalent experience.
  • DOT Hazmat Employee Training certification (49 CFR 172.700).
  • PHMSA hazmat training required.
  • OSHA 30‐Hour General Industry preferred.
  • HAZWOPER 8‐Hour FRO preferred (40‐Hour not required).
  • CDS or CTSP certification preferred.
  • Preferred but not required: Class A CDL with Hazmat/Tanker endorsements.

Experience

  • 5+ years of safety/compliance experience in petroleum fuel transportation or bulk liquid trucking.
  • 3+ years in a supervisory or management role.
  • Direct experience managing DOT/FMCSA programs (CSA, HOS, ELD, DQ files, drug/alcohol).
  • Hands‐on experience with petroleum products and emergency response.
  • Experience interfacing with DOT, FMCSA, EPA, OSHA, and CARB inspectors.
  • Experience managing spill reporting, SPCC plans, CHEMTREC/NRC coordination.
  • Experience managing BIT inspections and tanker certification programs.
  • Experience working with MROs and adjudicating DOT drug/alcohol test results.

Skills & Competencies

  • Expert knowledge of 49 CFR Parts 40, 382, 383, 390–396, and 171–180.
  • Strong understanding of CARB vapor recovery and ATCM requirements.
  • Proficiency with FMCSA SMS/CSA portal.
  • Strong written and verbal communication.
  • Ability to make independent decisions under pressure.
  • High integrity and accountability.
  • Proficiency with ELD systems, fleet management platforms, and Microsoft Office.
  • Bilingual English/Spanish preferred.

DOT SAFETY‐SENSITIVE POSITION NOTICE
