  • Serve as the primary owner-rep field contact for contractors performing piping and system completion work.
  • Verify work is executed in accordance with drawings, isometrics, P&IDs, work packages, specifications, and applicable code requirements.
  • Support field inspections, quality hold points, NDE, testing, punch closure, redlines, and turnover package completion.
  • Coordinate with operations, maintenance, inspection, engineering, and other field teams to manage tie-ins, shutdown windows, and live-unit interfaces.
  • Track field issues, schedule barriers, and required completions through mechanical completion and final handoff.
  • Reinforce HSSE expectations, participate in pre-task planning, and address unsafe or non-compliant field execution.

  • Experience coordinating process or utility piping work in refinery, petrochemical, chemical, terminal, pipeline, or gas processing facilities.
  • Working knowledge of piping drawings, isometrics, P&IDs, test packs, turnover packages, and field completion documentation.
  • Demonstrated experience with the design and evaluation of piping systems in accordance with ASME B31.3 and B31.4
  • Brownfield experience involving live-unit work, outages, tie-ins, or turnover execution.
  • Experience with hydrotesting, pressure testing, reinstatement, line walks, and mechanical completion processes.
  • Strong communication, coordination, and problem-solving skills.
  • Ability to work effectively as an owner-representative with contractors, inspectors, and operations personnel.
Preferred Qualifications
  • Previous Phillips 66, owner-rep, or EPC field experience.
Work Environment
  • Primarily field-based in an active industrial construction or operating facility.
  • Requires regular walking, climbing, outdoor work, and use of required PPE.
  • May require extended hours or weekend support during critical installation and turnover activities.
