You are highly motivated Functional SME who serves as the primary bridge between technical software engineering teams and the operational law enforcement/counterintelligence community. In this role, you will leverage your deep understanding of Air Force and DoD criminal investigative workflows to optimize, enhance, and sustain the Case Management Platform. You will translate real-world field investigative operations into technical requirements, ensuring the cloud-based, data-driven system remains intuitive, compliant, and highly effective for special agents and analysts worldwide.

Operational Requirements & System Design

• Translate Workflows: Convert complex federal law enforcement processes (e.g., case intake, evidence tracking, source management, counterintelligence operations) into detailed functional requirements and user stories.
• Agile Collaboration: Partner with software developers, lowcode engineers (e.g., Appian platform teams), and UI/UX designers to configure dashboards, workflows, and analytics tools that match field agent needs.
• Governance Guidance: Advise program management on the Business Capability Acquisition Cycle (BCAC) and Adaptive Acquisition Framework requirements driving platform updates.
Data Management & Analytics
• Integration Planning: Guide the functional design of system interfaces connecting case management system with external DoD, federal law enforcement, and intelligence community data systems.
• Intelligent Document Processing (IDP): Inform the business rules for automated data extraction, tagging, and advanced searching across millions of pages of digitized investigative records.
• Information Assurance: Ensure all functional designs strictly respect data fabrication boundaries and access controls required for Controlled Unclassified Information (CUI) and Classified data.
Training, Adoption & Testing
• User Acceptance Testing (UAT): Lead and orchestrate functional testing cycles to validate that new software releases meet explicit operational intent before deployment to the field.
• Training Artifacts: Author or review user guides, standard operating procedures (SOPs), and training curricula to ensure rapid adoption across the enterprise.
• Field Representation: Act as the voice of the investigator, proactively identifying platform friction points and championing userfocused solutions.
WHAT WE REQUIRE:Minimum Qualifications:
• Clearance Level: Active Secret security clearance with TS eligibility is required.
• Education: Bachelor’s degree in Criminal Justice, Information Systems, Business, or a related field (equivalent operational experience may be substituted).
Domain Expertise
• Willing to work onsite if needed at RKB
• Minimum of 58 years of handson experience working within the Air Force Office of Special Investigations (AFOSI), Defense Investigative Service, or a comparable Federal Law Enforcement Agency.
• Direct, working familiarity with military or federal investigative case management lifecycles, intelligence oversight, and defense criminal investigative systems (e.g., legacy CACTIS, I2MS, or early system iterations).
Technical & Process Skills
• Demonstrated experience acting as a Functional SME, Business Analyst, or Product Owner on an enterprisescale software modernization or cloud migration program.
• Understanding of Agile methodologies, Scaled Agile Framework (SAFe), or DevOps software delivery structures.
• Experience writing clear, testable technical user stories and functional blueprints.
Preferred Qualifications:
• Active Top Secret Clearance
• Prior experience configuring or managing requirements for systems built on lowcode platforms (e.g., Appian).
• Deep knowledge of DoD data sharing policies, NIST cybersecurity frameworks, and identity management/access control structures.
• Experience with digital forensics, automated redaction tools, or AIassisted investigative data analytic
