The Housing Opportunities Commission of Montgomery County (HOC) exists to provide people with low and moderate incomes the opportunity to live in safe, affordable, high-quality housing in Montgomery County. We strengthen families by offering opportunities for personal and economic growth through partnerships and supportive services.

To achieve this mission, HOC operates as a Public Housing Authority (PHA), a housing finance agency and an affordable housing developer. HOC serves approximately 20,000 residents, owns more than 9,400 rental units, and has provided mortgages and homeownership assistance to more than 2,000 first-time homebuyers.

About Resident Services

HOC’s Resident Services Department strives to enhance the lives of HOC customers by coordinating and implementing a vast array of high-quality programs, services, and resources. Through collaborative partnerships with Montgomery County, the federal government, and various community-based organizations, Resident Services offers comprehensive service coordination, impactful resident programs, and robust supportive housing services to individuals and families who reside in HOC owned-managed properties or receive HOC housing subsidies, as well as applicants on HOC’s waitlist.

Reporting to theVice President of Resident Services, the Housing Stability Manager is a dynamic, collaborative, and purpose-driven leader with a focus on Senior Services, Disability Services, and Housing Stabilization.

Note: This is a hybrid position. Newly hired employees are eligible to work remotely two days a week once the 6-month probation period is successfully completed.

Essential Job Duties include, but are not limited to the following:

• Provide overall leadership, management and strategic direction to staff within the Community Engagement team; oversee the day-to-day operations of the unit; directly supervise: one (1) Senior Services Supervisor, one (1) Disabilities Coordinator, four (4) Customer Resource Specialists, and (5) Housing Stabilization Specialists.


• Co-develop program guidelines, procedures, and policies for staff;


• Coach and mentor team members to grow their skills ensuring employees receive ongoing training;


• Represent HOC at meetings, events and partner engagements.

Senior Services

• Develop and implement a comprehensive strategy for engaging older adults including programs, events, and services;


• Identify partnerships, resources, and services for older adults in the areas of health, general social services, nutrition, socialization transportation, etc.;


• Oversight the Senior Nutrition Program contract including services and reporting.

Customer Resources

• Maintain a dedicated Resident Services presence at HOC’s Customer Resource Centers;


• Manage efforts to ensure widespread knowledge of Resident Services’ offerings;


• Facilitate scheduling of monthly Montgomery County Resource Information Sessions and Housing Fundamentals workshops;


• Oversee the Housing Stabilization contract including services and reporting.

Performance Management and Budgeting

• Develop, monitor, and report key performance metrics and program outcomes to assess the value and impact of services delivered;


• Oversee data collection, analysis, and processes for continuous improvements;


• Ensure programs meet grant standards where applicable;


• Manage the affiliated operating budgets for all programs and services.

Minimum Qualifications

• Experience:At least ten (10) years of substantial and demonstrable experience in the field of Social Work, Social Services, Human Services, or a related field including at least three (5) years in a supervisory or leadership role.


• Education:Master’s degree in Social Work, Human Services, Psychology, Sociology or a related field.

Note: An equivalent combination of education and experience may be accepted.

Knowledge, Skills and Abilities:

• Strong organizational leadership skills.


• Excellent interpersonal skills, cultural humility, and the ability to engage sensitively and constructively with department and agency leadership.


• Exceptional oral communication skills including comfort with speaking publicly in a variety of settings and ability toarticulate complex ideas clearly and persuasively.


• Effective written communication skills including experience with preparing reports, briefings, and other written content.


• Ability to work independently, meet deadlines and exercise good judgment.


• Knowledge of program development, implementation and evaluation.


• Exceptional leadership skills with the ability to coach and guide staff.


• Considerable knowledge of Social Work/Social Service practices and programs.


• Knowledge of subsidized housing programs.


• Advanced knowledge of Microsoft Excel, Word, and PowerPoint.

Grade 26 - Min: $79,937 / Mid: $106,780 / Max: $133,622 | Salary determined by departmental budget - Offer commensurate with experience .
