Job description

Position Title: HR Director โ€“ Talent Acquisition & Development (US)

Location: San Jose, USA



Key Responsibilities

  • :Talent Acquisition Strategy
  • :Lead and execute full-cycle talent acquisition strategies for US offices (CA and Atlanta), focusing on high-volume technical talent and executive searches
  • .Enhance sourcing channels and candidate experience; drive employer branding initiatives to position the company as a top employer in the semiconductor/high-tech industry
  • .Oversee the entire offer process, including compensation benchmarking and negotiation strategies to secure top-tier talent
  • .HR Operations & Compliance
  • :Oversee day-to-day HR operations, ensuring all policies and procedures are in compliance with U.S. federal and California labor laws
  • .Manage employee relations matters with a focus on engagement and retention, acting as a strategic partner to resolve conflicts constructively
  • .Supervise the administration of compensation & benefits programs, working closely with external vendors (payroll, legal counsel, and benefits providers) to ensure competitive packages
  • .Cross-Cultural Collaboration
  • :Act as a strategic bridge between US offices and HQ HR teams in China, localizing global talent initiatives while ensuring alignment with corporate culture and objectives
  • .Support leadership in workforce planning and organizational design to adapt to dynamic business needs

.Qualifications

  • :Education: Bachelorโ€™s degree or above in HR, Business Administration, or related fields (Masterโ€™s degree preferred)
  • .Industry Background: Proven experience in the semiconductor or high-tech manufacturing industry is a must
  • .Experience: 15+ years of progressive HR experience, with at least 8-10 years of solid hands-on experience specifically in Talent Acquisition in the U.S. market
  • .Professional Expertise: Deep understanding of the U.S. talent market, recruitment channels, and employment laws. Demonstrated success in building talent pipelines and developing leadership programs
  • .Soft Skills: Exceptional communication and interpersonal skills; able to navigate complex cross-cultural environments with ease
  • .Mindset: High level of ownership, strong business acumen, and proactive problem-solving skills in a fast-paced VUCA environment
  • .Language: Fluent in both English and Mandarin Chinese (required to communicate effectively with HQ)
