Seeking three dedicated and detail-oriented Licensing Technician to support the oversight and regulation of child residential, child day treatment, and mental health programs. This role is critical to ensuring that licensed facilities across the Commonwealth operate in compliance with state laws and regulations and provide safe, supportive, and high-quality environments for the individuals they serve. In this position, you will conduct a wide range of licensing inspections, including initial, annual, interim, complaint-driven, and incident-based reviews. You will be assigned a geographic region but may travel throughout the Commonwealth as needed. Inspections are performed with a high level of independence and discretion and involve evaluating physical environments, reviewing documentation, and assessing compliance with applicable statutes, regulations, policies, and procedures. Your work will directly inform licensing decisions and enforcement actions.

The Licensing Technician plays an active role in investigating complaints, incidents, and alleged illegal operations. This may include interviewing residents, staff, family members, medical professionals, and law enforcement, as well as reviewing medical, legal, and programmatic records. In situations where facilities are found to be non compliant or unsafe, you may assist in coordinating the relocation of residents, working closely with department program offices, placement agencies, and service providers to ensure appropriate and timely alternative arrangements.

This role also involves monitoring plans of correction and providing technical assistance to providers to help them understand and meet regulatory requirements. You will prepare detailed reports, violation notices, and licensing packets, and may be called upon to recommend enforcement actions based on inspection findings and professional judgment. In addition, you may testify at administrative or court hearings in collaboration with department counsel, representing inspection findings and regulatory determinations.

The position requires strong communication, analytical, and organizational skills, as well as the ability to interpret and apply complex laws and regulations. You will maintain ongoing knowledge of relevant state requirements and respond to regulatory inquiries from providers, agencies, and stakeholders. The role is field-based with extensive travel, including occasional overnight stays, and requires the ability to work independently from a home-based office.

Qualified candidates will have a background in health or human services such as nursing, social work, psychology, or a related field and relevant experience that demonstrates the ability to perform inspections, investigations, and regulatory reviews.
