GENERAL SUMMARY
Shall be responsible for the budgeting and planning of State and Federal
projects as well as supervising and directing the Engineering department for the
Saginaw County Road Commission, to ensure that all roads and bridges are designed
and constructed in conformance with accepted engineering principles, standards,
and practices. Shall serve on the SCRC Management Team to help facilitate major
operational decisions. This position reports directly to the Managing Director.
ESSENTIAL DUTIES
- Serves in the capacity of the publicly employed Professional Engineer.
- Supports the Managing Director in his absence if and when needed.
- Responsible for budget requirements of the Engineering Department. Will continuously analyze the Engineering operations relative to production and cost and will make recommendations for improvement. Periodic reports shall be provided to the Managing Director and Director of Finance showing status of projects.
- Serves as the designated Project Engineer for state and federally funded projects.
- Directs the survey, design, and construction of county roads and bridges. Works with IT and GIS to direct the maintenance of computer databases containing records of the assets of the Road Commission located within the County Road right-of-way.
- Keeps current on changes to engineering standards and methods with regard to street and highway design and construction.
- Directs and coordinates the evaluation and reporting on the condition of bridges and roadways and prepares a list of recommended projects to be considered for maintenance, repair, reconstruction or replacement.
- Coordinates with the Michigan Department of State Police and affected Townships in the investigation of need for parking and speed controls. Directs the placement of traffic control devices to comply with Traffic Control Orders as approved by the Board of Road Commissioners in Saginaw County.
- Ensures that Road Commission plat rules and regulations are in conformance with the current Michigan Plat Act Standards.
- Directs and coordinates the review of all construction permits for work within county rights-of-ways and oversees the Permit Officer for issuance of permits for construction by various municipalities, utilities, contractors, and citizens.
- Directs the preparation of the annual certification of roads.
- Maintains and encourages cooperative and positive public relations in all dealings of the Engineering Department with citizens, businesses, and governmental agencies and officials.
- Maintains a close working relationship with the Federal Highway Administration and the Michigan Department of Transportation. Monitors terms and reimbursements of all grants from those agencies. Prepares and/or coordinates applications for grant requests.
- Performs any other duties as assigned by the Managing Director.
