Position Overview
Focus People is seeking an experienced insurance accounting and financial regulatory professional for a direct-hire Assistant Director opportunity with a state government insurance regulatory organization in Atlanta, GA.
This leadership position will help oversee the financial analysis and ongoing financial surveillance of insurance companies. The Assistant Director will provide guidance to financial analysts, evaluate insurer financial condition and solvency, review statutory and regulatory financial information, identify emerging financial risks, and help ensure compliance with applicable insurance regulations, NAIC standards, and Statutory Accounting Principles (SAP).
We are particularly interested in candidates with hands-on experience in insurance accounting, statutory financial reporting, insurance financial examinations, regulatory accounting, or insurer financial analysis.
Key Responsibilities
- Assist in supervising and developing financial analysts and contractors responsible for insurance financial surveillance.
- Oversee the analysis of annual and quarterly insurer financial statements and supplemental regulatory filings.
- Evaluate insurer financial condition, solvency, capital adequacy, profitability, liquidity, reserves, and financial trends.
- Review audited financial reports, actuarial opinions, management discussion and analysis, holding-company filings, ORSA reports, enterprise-risk information, and other financial documentation.
- Apply insurance accounting concepts and Statutory Accounting Principles (SAP) when evaluating insurer financial condition.
- Review and utilize applicable NAIC financial analysis and solvency tools, including RBC, FAST, IRIS, Financial Profile reports, and other risk-focused surveillance resources.
- Identify accounting concerns, unusual financial trends, solvency risks, and regulatory issues requiring additional analysis or corrective action.
- Review analysts' work for accuracy, consistency, documentation quality, and appropriate financial conclusions.
- Coordinate with financial examination teams and other regulatory functions regarding ongoing insurer monitoring.
- Communicate with insurance company executives, accounting and finance professionals, auditors, actuaries, regulators, and other stakeholders.
- Research and interpret insurance regulations, statutory accounting guidance, and NAIC requirements.
- Provide technical guidance, coaching, and professional development to financial analysis staff.
- Escalate significant financial or regulatory concerns and assist in determining appropriate regulatory actions.

Direct experience with every listed NAIC tool is not required. Candidates with substantial insurance accounting, statutory reporting, financial examination, or regulatory accounting experience are encouraged to apply.
Leadership Qualifications
This position requires demonstrated leadership experience. Candidates should have experience supervising, mentoring, coaching, or reviewing the work of accountants, financial analysts, auditors, examiners, or other financial professionals.

Education & Credentials
- Bachelor's degree in Accounting, Finance, Business, Economics, or a related field, or equivalent qualifying education and experience.
- Relevant insurance accounting, financial reporting, regulatory, audit, or examination experience.
- Professional credentials such as CPA, CFE, AFE, CPCU, FLMI, APIR, PIR, SPIR, or similar designations are highly valued but are not required for all candidates.
