Job description
The Service Coordinator III, Program Design Management (PDM) amp; Governance amp; Eligibility, Recruitment, Selection, Enrollment and Attendance (ERSEA) manages the delivery of services to maximize community impact and maintains support for a formal structure of shared governance through parent committee, policy council, and the governing body, while ensuring that services provided are in alignment with the Social Determinants of Health through a trauma informed care lens as defined by the agency. This liaison position will assist with communication of shared decision-making amongst each group. Facilitation of required reports to the office of Head Start to include, but not limited to, the annual program information report, agency annual report, annual self-assessment, audit report, community assessment, communication from HHS Secretary, monthly enrollment, monitoring reports, service plans and strategic and long-range planning. Works with agency staff in the development, implementation and coordination of the Head Start/EHSCCP ERSEA activities; eligibility, recruitment, selection, enrollment and attendance of Head Start participants. The ERSEA Coordinator supports the monitoring, analysis and reporting of ERSEA data, ensuring all Head Start/EHSCCP services are in compliance with regulatory and licensure requirements and assists in the blending of administration and program to promote maximum efficiency of service delivery within Early Head Start Child Care Partnership/Head Start programming. The Service Coordinator III, PDM amp; Governance amp; ERSEA is also responsible for writing proposals for program, supervisor/coordination, subcommittee meetings, peer review, departmental compliance, and external and internal reporting of delivery of services. Is responsible for the oversight of the day-to-day operations of centers. Services are provided for children ages birth to five years of age.

5. Healthcare and Human Services Environments: Ability to explain issues and advancements in the healthcare and human services industries.
1. Community and Customer Service - Increase client access, enrollment, and satisfaction of program resources by creating wraparound services, recruitment, and surveying strategies.
2. Internal Processes - Use agency and program data to track clients through different agency programs to gauge resiliency and outcomes of participating families.
3. Learning and Growth - Strengthen staff and client well-being by addressing the social determinants of health: Economic Stability, Education, Health and Healthcare, Neighborhood supports, Social and Community Engagement.
Education/Training/Experience:
1. Bachelor’s degree early childhood, child growth and development, or other related human service field with 18 college hours of Early Childhood Development, with a minimum of two (2) years experience in the respective field required. Master’s degree preferred.
2. Current Pediatric CPR and First Aid Certification.
3. Within 6 months of hire, complete and maintain CLASS Reliability.
4. Experience in collaborative relationships, organization and planning.
5. Previous program management and direct services leadership experience.
6. Must be knowledgeable of Head Start Performance Standards, Head Start Act, and Texas Department of Family Protective Services Minimum Rules and Standards.
7. Familiar with and working knowledge of ChildPlus, Microsoft Office Operating Systems, word processing, spreadsheets and databases; basic understanding of database systems and their utilization.
8. Experience working with children 0-5 years old.
9. Demonstrated knowledge of agency and community resources and services, understands cultural differences and is sensitive to the implications of culture for service delivery, and familiar with family dynamics.
10. Fluent in English and Spanish (read, write, and speak) desirable.
11. Certificate or license, as applicable, by the appropriate State agency as applicable.
12. State of Texas vehicle operator’s license and proof of liability insurance as applicable.

TIMES WORK WILL BE PERFORMED:
The agency’s hours of operation are extended and non-traditional and may vary based on office location and/or stakeholder requirements. Employees are asked to work on the schedule that is best suited to the achievement of deliverables and stakeholders based on the agency’s posted business hours, or as required by stakeholder and contractual requirements. Employees who work in an exempt position are paid on a salaried basis and are not entitled to overtime pay. The amount of salary is intended to compensate the employee for all hours worked to perform the required job.
