Qualifications:Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing program analysis and reporting; supporting planning, forecasting, and execution of financial or business operations; reconciling resource, labor, and financial data; evaluating contractor performance, products, or services for quality, timeliness, and cost; preparing reports and recommendations for leadership; and communicating program status, issues, and financial concerns to management.

A Ph.D. or equivalent doctoral degree;

A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
