Job Summary
The Office of the Inspector General seeks a Hotline Special Agent to help promote accountability, efficiency, and integrity in the City government. The citizens of Baltimore have a right to expect that the City government will operate with maximum efficiency, accountability, and Integrity. The OIG is uniquely positioned to serve as a major contributor to building and maintaining an increased level of public trust in the City government and assist the City in achieving better results with limited resources. The OIG is committed to working toward an open, honest, and accountable government. Investigating fraud, waste, and abuse complaints is one way we carry out our mission.
Essential Functions
  • Serves as the first responder to complainants for the OIG Hotline. They should treat all complaints professionally and courteously. The goal is to have each complainant come away from the interaction with the specialist feeling their complaint was taken seriously and given proper attention.
  • Serves as a part of an investigative team involved in conducting confidential inquiries of complaints received via telephone, email, or in person.
  • Researches and analyzes case particulars to determine parameters, importance, and sensitivity and develops preliminary assessment report for the Special Agents via the Case Management System (CMTS)
  • Ensures complaints are taken according to professional standards issued by the Inspector General and the Association of Inspector Generals.
  • Follows up with the Special Agents on preparing preliminary summaries on the analysis of complaint facts and findings.
  • ROI/MA, Public Synopsis, Subpoenas, Closure Memos, PSTs, and Case Update binders record keeping
  • Complete referrals from the Hotline for review by the Special Agent and signature by the Inspector General and track the responses.
  • Performs related work as required.

Minimum Qualifications
Education: A bachelor's degree in law enforcement, criminal justice, English, communication, political science or a related field from an accredited college or university.
AND
Experience: Experience conducting investigations is preferred
OR
Equivalency Notes: Have an equivalent combination of education and experience. Non- supervisory experience or education may not be substituted for the required supervisory experience.
Licenses, Registrations, and Certificates: Have a valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and be eligible to obtain a Baltimore City driver's permit. PROVISIONAL DRIVER'S LICENSES ARE NOT ACCEPTABLE.

Knowledge, Skills, and Abilities
  • Ability to collect, compile, organize and analyze investigative case findings and related data.
  • Ability to clearly and concisely document case facts and findings
  • Ability to prepare complex evaluative and analytical reports and written presentations on investigative case findings and matters.
  • Knowledge of professional and legal standards and analytical processes utilized for conducting investigations and inquiries.
  • Knowledge of the customer relations principles.
  • Knowledge of legal standards and protections related to investigation concepts and procedures.
  • Knowledge of the techniques of case investigation and facts discovery.
  • Ability to synthesize data from a wide variety of sources.
  • Ability to communicate effectively both orally and in writing and enlist the cooperation of others
  • Ability to handle multiple projects and shifting of priorities.
  • Ability to exercise sound judgment on various matters guided by general instructions.
  • Ability to compose correspondence.
  • Ability to locate and retrieve information from a variety of sources and to compile the information, following general directions.
  • Ability to verbally communicate effectively, tactfully, and courteously while demonstrating a positive attitude while speaking with the public and City employees, leaders and members, local affiliates, and other organizations.

Additional Information
Background Check
Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening, and must be successfully completed.
Probation
All persons, including current City employees, selected for this position must complete a 6-month mandatory probation.

This position is required to complete a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law. The initial financial disclosure must be submitted within 30 days of hire.
