Job Description
- The Licensing & Contract Administrator is responsible for managing software licensing agreements, renewals, and compliance with DFARS, FAR, and applicable cybersecurity mandates.
- The position requires ensuring the optimization of service license utilization, coordinating with procurement management to prevent redundancy and cost overruns.
- Administrators will manage enterprise software licenses, track renewal cycles, and ensure vendor compliance with federal procurement requirements.
- The role includes submitting the Software Licensing & Compliance Report detailing license usage, renewal timelines, and compliance with procurement regulations, and maintaining a centralized license utilization register to support budget transparency across the IDIQ portfolio.
Required Qualifications and Experience
The contractor shall provide personnel who meet one of the following requirements:
- Bachelor's degree in Contract Law, Business Management, or a related field; or
- A minimum of four (4) years of professional experience in contract administration.
Candidates must have demonstrated expertise in the following areas:
- DFARS and FAR processes for software and technology licensing.
- Compliance with DoD acquisition regulations and intellectual property policies.
- Managing enterprise software licenses and tracking renewal cycles.
- Ensuring vendor compliance with federal procurement requirements.
- DoD licensing agreements, SaaS procurement, and enterprise contract negotiation.
Required Skills and Competencies
- Expertise in DFARS and FAR processes for software and technology licensing.
- Working knowledge of DoD licensing agreements and SaaS procurement.
- Proficiency in enterprise contract negotiation and license tracking.
- Strong organizational and communication skills for vendor compliance management.
- Ability to maintain centralized license registers and support audit readiness.
Education
- Bachelor's degree in a relevant field, or an equivalent combination of education and experience.
- Certified Professional Contracts Manager (CPCM) (Preferred, Not Required)
- IT Asset Management (ITAM) Certification (Preferred, Not Required)

- The ability to obtain and maintain the required clearance as specified by the program.
