Job description

At Episcopal Community Services (ECS), employees work with participants who may be experiencing homelessness, behavioral health conditions, substance use challenges, and other difficult life circumstances. While this work is meaningful and mission-driven, it can at times be stressful, demanding, or unpredictable. Employees are expected to exercise sound judgment, remain aware of their surroundings, follow established safety, communication, and de-escalation procedures, participate in all required trainings, and promptly report incidents, threats, injuries, or unsafe conditions, in accordance with ECS policies and procedures.
This position is a fully onsite, client-facing role that requires in-person interaction and direct service delivery to participants at ECS program locations. Due to the essential nature of the duties and the need for consistent in-person engagement with clients, remote work or work-from-home arrangements are not available for this position.
ABOUT EPISCOPAL COMMUNITY SERVICES:For over 40 years, Episcopal Community Services (ECS) has been at the leading edge of practical and innovative solutions to address the homelessness crisis in the San Francisco Bay Area. Today, ECS is one of the region's largest, most comprehensive providers of essential services to individuals and families experiencing homelessness and housing instability. Guided by the understanding that housing is the solution to ending homelessness, ECS offers a broad range of essential programs that help the most vulnerable members of the community secure housing and economic stability. These programs include high quality supportive housing, housing navigation services, behavioral health counseling, healthy aging services, workforce development and employment stabilization for 10,000 people experiencing homelessness, extreme poverty, and food insecurity each year. In FY21, ECS stably housed 3,789 individuals, had over 100,000 participant encounters and met over 710,000 participant needs.
POSITION SUMMARY: ECS seeks an experienced and mission-driven leader to serve as the Director of Clinical Services. This position will provide leadership to the Behavioral Health department. The Director of Clinical Services collaborates with all ECS Program Directors to provide clinical consultation and will act as a resource so that all ECS clients and residents have individualized clinical services.
Reporting to the Senior Deputy Director of Housing Stability, the Director of Clinical Services plans, organizes, and manages ECS' therapeutic services. This position plays a key role in determining the strategic direction of ECS' therapeutic services, including the type and quality of therapeutic services provided, service philosophy, system design, and financial planning.
The Director of Clinical Services collaborates with ECS' finance, development, and programs and administrative staff to ensure effective service delivery, sufficient funding, and sound financial management, including Medi-Cal billing.
The Director of Clinical Services is directly responsible for providing guidance for proposal writing, negotiation, and reporting on public grants and contracts in collaboration with the Chief Program Officer and the Public and Private grants teams.
The Director of Clinical Services represents ECS in meetings with public agencies, community groups, and partnering organizations on matters concerning Behavioral Health and ECS partnership in a community-wide system of care.
PRIMARY DUTIES:
  1. Programmatic Responsibilities:
  • Ensure the provision of professional, accessible, and culturally relevant therapeutic support, advocacy, linkages, and creation of care plans to guide participants through a process of self-directed goal setting that builds upon participants strengths and talents.
  • Represent ECS to public agencies, community groups, and partnering organizations on matters concerning ECS Behavioral Health services and ECS partnership in a community-wide system of care.
  • Provide training to ensure that all staff are skilled and trained in the areas of billing; medical necessity; assessments; plan development; progress notes, etc.
  • Responsible for monthly audit, including PURQC reviews, to ensure that the Supportive Housing Services department meets documentation standard.
  • Provide one on one and group clinical supervision to direct service staff.
  • Directly supervise the Associate Director of Clinical Services, and the quality assurance/compliance specialist to ensure:
  • Clinical supervision meets the Board of Behavioral Services standard.
  • Policy development and updates regarding Medi-Cal certification and recertification.
  • Behavioral Health staff meet productivity goals.
  1. Administrative Responsibilities:

  • Directly supervise the Associate Director of Clinical Services and support a team of clinicians, counselors, and quality assurance specialist.
  • Participate in regular meetings of ECS' directors and management staff to advance organizational vision, values, innovation, collaboration, and service integration.
  • Develop budgets and ensure responsible and effective financial management of the department, in collaboration with finance staff, and the Chief Program Officer.
  • Collaborate with the ECS Development team for fund development from private and public sources, researching and writing proposals, and negotiating and reporting grants and contracts, directly and collaboratively with the Development Department, Finance Department, and the Chief Program Officer.
  • Maintain productive working relationships with private and public funders.
  • Ensure full compliance with contract objectives, deliverables and regulatory agreements and lead contract negotiations and execution.
  • Lead the analysis and implementation of quality, effective clinical billing for Behavioral Health program.
  • Collaborate with Human Resources to hire, train and progressively discipline, as necessary, for all Behavioral Health staff. Provide leadership and direction in all aspects of the process.
  • Follow and implement all ECS policies and procedures.

QUALIFICATIONS:
  • Master's degree in social work, psychology, or related field with LCSW, LMFT, LPCC, or PsyD licensure required.
  • Two years post-licensure, and ability to provide clinical supervision to the team as needed.
  • At least five years of leadership experience in behavioral health and/or social services.
  • Experience in service delivery to people experiencing homelessness or very low-income families and individuals.
  • Possess the knowledge, skills, and attitude to deliver culturally relevant services and lead effectively within a multicultural and lived-experience environment.
  • Knowledge of substance use recovery practices.
  • Working knowledge of funding sources, both public and private. Extensive knowledge of MediCal is required.
  • Exemplary written communication, interpersonal and negotiation skills; ability to communicate with tact and diplomacy with people at various professional levels and career stages.
  • Strong skillset navigating electronic health record systems.
  • Financial management competence, personnel management skills, and computer proficiency.
  • Possess the highest integrity and respect for confidentiality and compliance requirements.• Ability to thrive in a flexible, collaborative, fast-paced and growth-oriented environment, while maintaining a sense of humor and positive approach.
  • Other duties as assigned.

WORK ENVIRONMENT:
  • Work in a shared office environment with moderate to high noise level with frequent contact and interruption.
  • Multi-level buildings with stairs and/or ramps.
  • Work in program service environments, which may include entering housing units or participants' residences, program offices, non-agency offices and meeting areas.

OTHER: Must secure finger image screening, and annual TB screening.
