Position Overview
Eigennet LLC is seeking an experienced Porject Manager to support the Congressional Budget Office (CBO). This individual will serve as the primary point of contact between the contractor team and CBO, overseeing multiple IT task orders while ensuring successful execution of program objectives, schedules, budgets, quality standards, and compliance requirements.
The successful candidate will provide strategic leadership across enterprise IT initiatives involving cloud, cybersecurity, networking, infrastructure, and service delivery while coordinating closely with CBO leadership, technical teams, and the Contracting Officer's Representative (COR).
Key Responsibilities
- Serve as the primary point of contact between the contractor team and CBO.
- Manage multiple concurrent federal IT task orders throughout the contract lifecycle.
- Coordinate contractor personnel, schedules, budgets, deliverables, and resource planning.
- Develop project plans, schedules, staffing plans, and budget forecasts.
- Monitor project performance, milestones, risks, and deliverables.
- Identify project risks and implement mitigation strategies.
- Collaborate with technical teams and executive stakeholders to ensure successful delivery.
- Review all contractor deliverables for quality and compliance before submission.
- Support audits, compliance reviews, and reporting activities.
- Ensure contractor personnel complete all onboarding and security requirements.
- Coordinate personnel changes in accordance with contract requirements.
- Maintain project documentation, policies, procedures, and work instructions.
- Provide regular status reports to executive leadership and the Contracting Officer's Representative (COR).
- Ensure continuous contract administration across all active task orders.
Minimum Qualifications
- Bachelor's degree in Information Technology, Computer Science, Business, or a related field preferred.
- PMP certification preferred OR minimum 10 years of directly relevant Program/Project Management experience.
- Minimum 10 years of experience managing complex IT programs or projects.
- Experience supporting Federal Government IT programs.
- Strong understanding of IT infrastructure, cloud computing, cybersecurity, and enterprise technology environments.
- Experience managing budgets, schedules, staffing, and project deliverables.
- Experience using project management methodologies and tools.
- Experience developing policies, procedures, and operational documentation.
- Excellent written and verbal communication skills.
- Ability to communicate effectively with executive leadership.
- Ability to manage competing priorities and meet critical deadlines.
- Must be able to obtain and maintain a favorable Public Trust Tier 2 clearance.
Preferred Qualifications
- Current PMP certification.
- Experience managing enterprise cloud, cybersecurity, networking, and infrastructure teams.
- Experience supporting Federal BPA and Task Order contracts.
- Experience working with Legislative Branch agencies.
- Experience supporting federal acquisition programs.
- Strong documentation and reporting experience.
