Job Summary

Responsible for supporting the Program Director and serves as secondary liaison with ORR and serves as the lead administrator during shifts. Responsible for residential care services which includes coordination of client referrals and intakes; scheduling of staffing and daily activities; ensuring that all UC residential services required by ORR are in compliance; and participating in the recruitment and evaluation of staff. Secondary Liaison with Office of Refugee and Resettlement (ORR).

Essential Functions:

  1. Serve as secondary liaison with ORR and ensure compliance with ORR, licensing, funding source, and internal policies.
  2. Oversee daily residential program operations and administrative functions in the absence of the Program Director.
  3. Provide focused supervision and coordination of assigned departments to ensure effective staffing, service delivery, and youth care.
  4. Support program planning, reporting, and performance monitoring aligned with organizational goals and regulatory requirements.
  5. Ensure a safe, clean, and compliant facility environment, including emergency preparedness and evacuation response.
  6. Address youth grievances, behavioral escalations, and critical incidents while supporting appropriate resolutions.

Qualifications and Requirements:

Education/Work Experience:


Level: Master’s Degree in Psychology, Sociology, Social Work, Clinical Counseling or other relevant behavioral science required.

  1. Additional degree/course work in related fields desirable.
  2. 3-5 years of proven Management experience.
  3. Licensed Child Care Administrator is required (if not currently held, applicant must be eligible for license and obtain within 6 months of hire).

Equivalent Education/ Work Experience:

Bachelor’s degree in one of the aforementioned sciences, plus 4 years of experience as the director of a residential childcare program, residential youth program, or similar program for children and adolescents; or 4 years of progressive project management experience on projects demonstrating advanced levels of financial and managerial responsibilities.

Working Conditions/Physical Effort

Work is performed mostly in an office setting. Some overnight travel; public speaking, evening and weekend work are requirements of the position. Regular computer work is also required. While performing the duties of this job, the employee is required to stand; walk; sit; finger, handle, or feel objects, or control; reach; climb stairs; balance; stoop, kneel, or crouch; talk and hear. The employee must occasionally lift and/or move up to twenty-five (25) pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

This position may require on-call duties.
