DBIR is seeking an experienced Technical Project Manager / Microsoft 365 Solution Architect to lead the modernization of a legacy business application into a Microsoft 365 environment utilizing SharePoint Online, Power Apps, and Power Automate.
This individual will serve as the senior technical and delivery lead for the engagement, working directly with Government stakeholders and the DBIR technical team to translate business and technical requirements into a secure, scalable, and supportable Microsoft 365 solution.
The position combines technical architecture, project leadership, requirements management, stakeholder coordination, quality oversight, and technical documentation. The ideal candidate has significant hands-on Microsoft 365 experience and can lead both technical decision-making and day-to-day project execution.
Key Responsibilities
  • Lead the overall technical delivery of a Microsoft 365 and Power Platform modernization effort.
  • Develop and maintain the solution architecture for SharePoint Online, Power Apps, Power Automate, document management, security, and related components.
  • Lead discovery sessions and requirements validation with Government stakeholders.
  • Translate legacy application functionality and business processes into an optimized Microsoft 365 architecture.
  • Define SharePoint information architecture, list/library relationships, identifiers, permissions, workflows, and application interaction patterns.
  • Provide technical oversight to SharePoint and Power Platform development personnel.
  • Ensure the solution complies with approved architecture, security, permissions, retention, audit, and operational requirements.
  • Lead design reviews, technical demonstrations, UAT coordination, issue resolution, and acceptance activities.
  • Manage schedule, milestones, technical risks, dependencies, and Government review cycles.
  • Coordinate solution deployment and validation within the Government Microsoft 365/Flank Speed environment.
  • Support migration planning, production cutover activities, reconciliation, and post-migration validation.
  • Develop and oversee as-built architecture and technical documentation.
  • Conduct technical knowledge transfer and handoff to Government personnel.
  • Serve as the primary technical point of contact between DBIR and Government stakeholders.
Required Qualifications
  • 8+ years of progressively responsible IT experience, including solution architecture, application modernization, systems implementation, or related work.
  • 5+ years of hands-on Microsoft 365 experience, with substantial experience designing solutions using SharePoint Online.
  • Demonstrated experience designing relational or interconnected SharePoint lists, libraries, workflows, permissions, and information architectures.
  • Experience with Microsoft Power Platform, including Power Apps and Power Automate.
  • Experience leading application modernization or legacy-system replacement projects.
  • Strong understanding of data architecture, business process design, role-based access, auditability, records management, and system documentation.
  • Experience leading requirements sessions, architecture reviews, UAT, deployment, and stakeholder acceptance.
  • Excellent written and verbal communication skills.
  • Ability to work effectively with technical and nontechnical Government stakeholders.
  • Ability to satisfy Government access or suitability requirements associated with the Microsoft 365/Flank Speed environment.
Highly Desired Qualifications
  • Previous DoD, Department of the Navy, Marine Corps, or other Federal Government experience.
  • Experience working within Microsoft 365 GCC High, DoD, or Flank Speed environments.
  • Experience modernizing Microsoft Access or other legacy relational database applications.
  • Microsoft MS-102: Microsoft 365 Administrator certification or comparable current Microsoft 365 certification.
  • Microsoft Power Platform certifications such as PL-200 or PL-400.
  • PMP, Agile, SAFe, Scrum, or comparable project management certification.
  • Experience supporting Firm-Fixed-Price Federal technology projects.
Education: Bachelor's degree in a relevant technical or business discipline preferred. Equivalent combinations of education, professional certifications, and directly relevant experience will be considered.
